The incumbent serves as a Social Worker for the Health Care for Homeless Veterans (HCHV) programs. The HCHV programs are vital for providing safe transitional housing and supportive services for homeless Veterans.
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency Requirement - Per VA Handbook 5005, Part II, Chapter 3, Section A, Paragraph 3j: No person will be appointed under authority of 38 U.S.C., chapter 73 or 74, to serve in a direct patient-care capacity in VHA who is not proficient in written and spoken English. Education - Candidates must have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure - Social workers at the GS-11 in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Experience: In additional to meeting the basic requirements as stated above, you must have the following: GS-11 Level: Experience and Licensure. Appointment to the GS-11 grade level requires completion of a minimum of one year of post-MSW experience equivalent to the GS-9 grade level in the field of health care or other social work-related settings, (VA or non-VA experience) and licensure or certification in a state at the independent practice level. In addition to the experience above, candidates must demonstrate all of the following Knowledge, Skills, and Abilities: Knowledge of community resources, how to make appropriate referrals to community and other governmental agencies for services, and ability to coordinate services. Skill in independently conducting psychosocial assessments and treatment interventions to a wide variety of individuals from various socio-economic, educational and other backgrounds. Knowledge of medical and mental health diagnoses, disabilities and treatment procedures (i.e. acute, chronic and traumatic illnesses/injuries, common medications and their effects/side effects, and medical terminology) to formulate a treatment plan. Skill in independently implementing different treatment modalities in working within individuals, families, and groups who are experiencing a variety of psychiatric, medical, and social problems to achieve treatment goals. Ability to provide consultation services to new social workers, social work graduate students, and other staff about the psychosocial needs of patients and the impact of psychosocial problems on health care and compliance with treatment. Preferred Experience: Experience working with Veterans, experience working with individuals or families experiencing homelessness, experience working with housing, experience working in Mental Health. Total Rewards of a Allied Health Professional The incumbent is responsible for providing direct services and/or referrals to homeless Veterans to enable them to secure safe, affordable, quality permanent housing. Delivery of these services requires specialized knowledge and skills and experience in resource identification for VA medical, mental health, substance abuse, and other specialty clinical providers. Duties include but are not limited to: The incumbent will use the Housing First approach with the goal of being placed in an appropriate setting. Assists each Veteran to transition to HCHV housing programs and community housing assistance programs. Works closely with referral sources to assure that the appropriate clinical services are offered. Serves as a linkage point for referring Veterans to VA medical facilities, VA Regional Offices, and other Federal agencies, as well as community agencies as needed. Completes assessments of the Veteran in collaboration with the referral source, the Veteran, family members, and significant others. Utilizes assessment tools and assessment methods that best serve the Veteran. Interprets psychosocial and environmental factors that impact the level of care required to meet the treatment needs of the Veteran. Serves as a point of contact for GPO program eligibility and screening inquiries. Works within the HCHV team and other interdisciplinary treatment teams to develop a treatment plan with the Veteran based on the assessment.
