As a basic requirement for entry into the FAA Executive System (FAAES), you must clearly articulate and describe within your two (2) page resume evidence of progressively responsible supervisory, managerial, or professional experience, within the past 10 years, which involved management of a program or organization of significant scope and complexity, normally obtained over several years by serving in positions at the GS-15 level or equivalent. Please DO NOT submit separate documents addressing the technical and leadership requirements. Only your 2-page resume will be accepted and considered. Additional resume pages will not be reviewed. In addition to the minimum qualifications, the following have been determined to be selective factors for this position. LEADERSHIP REQUIREMENTS (LR) LR 1 - Achieving Operational Results Do you have experience in achieving operational results? If so, provide examples of ways you have exercised leadership to deliver significant results. Explain how you established goals, assessed outcomes, and improved products and services. Indicate how you identified and met customers' requirements and addressed the needs of stakeholders. Include examples of complex problems you solved or difficult obstacles that you overcame as a leader. MANDATORY TECHNICAL REQUIREMENTS (TQ) TQ 1: Demonstrated executive-level experience overseeing an organization responsible for managing multi-billion-dollar budgets and leading all core financial management functions, including budget formulation and execution, cost analysis, forecasting, financial reporting, and internal controls to support strategic decision-making, ensure regulatory compliance, and optimize resource utilization. TQ 2: Experience influencing high-level stakeholders such as a Board of Directors, Members of Congress, and/or senior organization officials on budget or financial management issues.
The Deputy Assistant Administrator for Financial Services is designated the Chief Financial Officer (CFO) of the Federal Aviation Administration (FAA). He or she directs the agency's financial resources by providing executive leadership and oversight over the accounting, budgeting, financial management, financial analysis, investment planning and analysis, and cost and performance management and analysis activities of the agency. The incumbent serves as a principal advisor to the agency's most senior leadership, to include the head of the Agency, and provides financial and management advice on significant agency planning, policy, and decision-making. He or she directs, manages, and provides policy guidance, advice, and oversight to financial personnel on financial, budget, and accounting operations and activities. The Deputy Assistant Administrator plans for and administers a budget of approximately $25B in the execution of duties through a team of approximately 300 employees in a variety of professional and administrative disciplines. Principal Responsibilities Oversees the formulation of the agency's budget, including planning the budget that is submitted to the Office of the Secretary of Transportation (OST), the Office of Management and Budget (OMB), and Congress; preparing appropriate FAA officials for OMB and congressional testimony; and responding to, and coordinating responses to, questions posed by OST, OMB, and Congress. Ensures funds are obligated and expended for the purposes intended and that the agency does not exceed the amounts available, in accordance with the Anti-Deficiency Act. Provides executive oversight for FAA headquarters’ accounting operations which includes recording financial transactions; making and receiving payments; reviewing the financial aspects of contracts, purchase orders, and subcontracts; preparing recurring financial reports; analyzing accounting and financial data; researching and recommending solutions to complex accounting and financial management problems and issues; executing cash/debt/credit management systems and programs; and identifying and requesting changes to financial systems. Oversees the agency's financial management-related programs and policies, including cash management, credit management, debt management, capitalization and inventory management. Oversees the evaluation and assessment of FAA financial activities and programs at headquarters, and in the regions and centers, to assure organizational goals are satisfied in the most efficient, economical, and effective manner. Ensures that there are adequate internal controls over the agency's financial operations and systems, consistent with applicable principles, standards, and requirements. Provides agency-wide leadership and oversight of business cases that support major capital investment decisions. Ensures that investment decision authorities have adequate information about the financial implications of investments, including costs, benefits, and risks. Serves as a member of the Joint Resources Council (JRC), the senior investment decision-making body for major capital investments for the Agency. Ensures that capital investments fulfill mission priorities and that investment decisions mitigate risks, make the best use of resources, and minimize duplication of investment efforts. Oversees labor cost analysis for the FAA workforce. Provides complete and accurate financial analysis, modeling, labor cost forecasting, and illustrative support to help ensure that FAA management is informed on financial and policy decisions. Plays an active role in the financial analysis of bargaining unit contract negotiations.
