Job Description:
The position works under the supervision of the Chief, Engineering Operations, in supervising Plant Operations and Maintenance Unit at the Atlanta VA Health Care System. Tasks are performed with general overall supervision while exercising considerable independence in planning and executing assigned responsibilities and may be called upon to act as the Chief for brief periods of time. A relocation incentive may be paid to a Highly Qualified candidate.

Physical Requirements: Regular exposure to varying environmental conditions including extreme temperatures, noise, and confined spaces. Occasional lifting of equipment and materials up to 50 pounds. Mental stamina to handle emergency situations and multiple priorities Working Conditions: Primary work location in office environment with regular field inspections. Exposure to potential hazards including chemicals, high temperatures, pressurized systems, and electrical equipment. 24/7 on-call responsibilities for emergency situations. Interaction with patients, visitors, and staff requiring professional demeanor.
This position requires comprehensive knowledge of modern healthcare facility operations, advanced building systems technology, and contemporary supervisory practices in a complex medical environment serving veterans and their families. Planning and Strategic Management Schedules personnel, establishes priorities, and coordinates work activities across multiple trades based on patient care requirements, regulatory mandates, and facility operational needs. Plans optimal utilization of personnel, equipment, facilities, and materials on daily, weekly, monthly, and annual bases. Develops and maintains comprehensive preventive maintenance schedules using manufacturer recommendations, industry best practices, and regulatory requirements. Creates and maintains emergency response protocols for utility failures, natural disasters, pandemic conditions, and other critical situations. Participates in budget development, monitors expenditures, and implements cost-reduction initiatives while maintaining service quality. Plans implementation of new technologies, building automation systems, and digital maintenance management platforms. Ensures all planning activities incorporate current Joint Commission standards, EPA regulations, OSHA requirements, and VA directives. Work Direction and Supervision Assigns work orders, coordinates multi-trade projects, and ensures efficient workflow across all maintenance and operations activities. Conducts regular inspections of work in progress and completed projects, implementing corrective actions when necessary. Monitors individual and team productivity, identifies performance issues, and implements improvement strategies. Ensures all work activities comply with safety regulations and promotes a culture of safety awareness. Provides expert technical direction on complex maintenance and repair projects. Supervises contracted services and coordinates with external vendors to ensure quality and compliance. Administrative Leadership Handles hiring recommendations, performance evaluations, disciplinary actions, leave approvals, and employee development activities. Develops and implements training programs, ensures required certifications are maintained, and promotes professional growth. Communicates and enforces VA policies, procedures, and regulatory requirements Maintains accurate records for regulatory compliance, performance tracking, and operational reporting. Facilitates information flow between the unit and other departments, services, and external agencies. Actively promotes EEO principles and ensures fair treatment of all employees.
