QUALIFICATIONS: To qualify for a Supervisory Management and Program Analyst (Strategic Investments) your resume and supporting documentation must include: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-15 level, applicants must possess one year of specialized experience equivalent to the GS-14 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Develops financial estimates and justifications to ensure funds are used in accordance with the operating allocations. Assures that effective internal controls are developed and maintained to ensure the integrity of the organization. Prepares and administers the resources for program areas; monitors expenditures to ensure cost-effective support of programs; integrates new technology to improve program effectiveness; ensures staff are properly selected, utilized, appraised, rewarded, and developed. B.Education: Applicants may not qualify for this position based on education in lieu of specialized experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
As a Supervisory Management and Program Analyst (Strategic Investments) you will be responsible for the following duties:
Serves as the principal advisor to the Chief Information Officer (CIO), Deputy CIO, Program Executive Officer (J62)...
....and Enterprise Service Area (ESA) leadership team for J- 6 financial business issues involving the development and implementation of J-6 financial budget.
Provides financial program management advice to the leadership involving funding levels and long- term financing, development and defense of economic analyses, risk identification and mitigation processes and procedures, and performance measures.
Develops and manages the Enterprise J-6 budget, monitors budget execution and negotiates program requirements with staff.
Serves as the principal advisor on matters pertaining to all aspects of Information Technology (IT) fiscal planning, programming, and program/performance budgeting actions.
Provides oversight to the Branch Chiefs in the planning of investment and budget requirements.
Develop financial estimates and justifications to ensure funds are used in accordance with the operating allocations.
