Job Description:
The position is in the Audiology section of Physical Medicine & Rehabilitation Service (PMRS) at the Richard L. Roudebush VA Medical Center, complexity level 1A facility. The duties and responsibilities are carried out throughout the medical center including all clinical, administrative, & patient care areas involved PMRS staff in the following locations: West 10th St, Wakeman Community Based Outpatient Clinic (CBOC), Terre Haute CBOC, Brownsburg CBOC, Lafayette CBOC & other CBOC locations.
Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education Requirement: You must meet at least one of the requirements below: (1) Doctor of Audiology (AUD) from an audiology program recognized by the Accreditation Commission for Audiology Education (ACAE) or Council on Academic Accreditation (CAA) of the American Speech-Language-Hearing Association (ASHA). HR office staff and management officials may verify a program's accreditation from ACAE at acaeaccred.org and CAA at caa.asha.org. OR (2) Other doctoral degree in hearing science or a directly related field from an institution accredited by an accrediting institution recognized by the U.S. Department of Education. NOTE: Effective January 1, 2007, the CAA in Audiology and Speech- Language Pathology of ASHA accredits only doctoral degree or AUD programs in audiology. Licensure: Individuals must hold a full, current, and unrestricted license to practice audiology at the doctoral level in a United States state, territory, commonwealth, or the District of Columbia. Supervisory Audiologist, GS-13. (1)Experience: At least two years of experience as a professional audiologist, with at least one year comparable to the next lower grade level.(2)Demonstrated Knowledge, Skills, and Abilities (KSAs). In addition to the KSAs required at the full performance level, the candidate must demonstrate the KSAs identified below: (a) Skill in conflict resolution to facilitate positive working relationships between employees, team leaders, and managers. (b) Skill in applying evidence-based practices in a professional area. (c) Ability to analyze organizational and operational challenges to develop and implement solutions. (d) Ability to develop the abilities and strengths of current employees. (e) Ability to balance responsibilities, set priorities, and delegate tasks to meet multiple deadlines. (f) Ability to analyze data to manage workload, quality, performance, and productivity within the section. The full performance level of this vacancy is GS-13. The actual grade at which an applicant may be selected for this vacancy is the GS-13. Physical Requirements: The work requires a combination of sitting, walking, and bending over, consistent with patient care. There will be some carrying of light to moderate items. The need to push wheelchairs and transfer patients is not frequent but will be required. Administrative times may have long times that are primarily sedentary. Incumbent must be able to drive independently to the CBOCs under their purview, including sitting in a vehicle for long travel times.
The duties of the position may include but are not limited to the following: Routinely communicates and deploys best practices of care to the staff under their purview. Utilizes shared tools for communication and effectiveness, including computerized forms of communications. Travel to the CBOCs will be required, including the ability to operate a government vehicle. Incumbent participates in leadership activities within the service; incumbent provides interdepartmental leadership at the CBOCs as required and thus maintains a working knowledge of overall functioning of PMRS. Delegates responsibilities to subordinate personnel, plans and schedules work. Incumbent is responsible for assigning work to employees; accepting, amending, or rejecting completed work; assuring that productivity and accuracy requirements are met; appraising performance and recommending performance standards and ratings; assigning delineated clinical privileges; approving leave; and affecting all levels of disciplinary measures. Effectively supervises, motivates, and manages a diverse clinical staff. Manages conflict; uses active listening and problem-solving skills while maintaining respect for all parties and maintaining functional CBOC departments. The incumbent is competent at establishing positive working relationships and can facilitate staff empowerment and ownership of the CBOC departments. Plans and establishes the work schedules and makes assignments for the clinical staff in accordance with the approved Scope of Practice, discipline practice standards and skill levels. Makes suggestions regarding the allocation of special contributions, time off and awards following established facility policy and budget guidelines. Reviews data to include, but not be limited to, productivity, workload, access, and community care. Proposes staffing needs, functional statements, interview questions and selection of qualified staff to the Audiology Supervisor. He/she assesses the need for continued education within the CBOC audiology departments and manages competency training to ensure quality of care. Provides orientation and training for clinical staff and assists in training new staff. He/she assists in training and supervision of students, providing feedback on progress toward established educational goals. Conducts and participates in quality assurance utilization reviews regarding patient treatment, environment of care, and other surveys or inspections. Assists and/or leads program redesign for assigned department projects. Complies with and addresses safety concerns and/or regulations, infection control policies, employs safety practices, and ensures staff compliance. Acts on required safety modifications. Demonstrates the ability to set priorities, delegates tasks, and solve problems to meet multiple deadlines and identify/address organizational problems. Assists medical center management in utilization review activities, quality improvement, and other administrative reporting. Has working knowledge of EEO and customer service tenets, harassment, ADR, and affirmative action and knows when to seek counsel regarding related issues. Is familiar with applicable union contracts and knows the grievance process and policy. Works toward resolution of employee issues/complaints at the lowest level and refers unresolved grievances and complaints to appropriate sources. Maintains effective labor management relations within scope of practice. Clinical duties and responsibilities include direct patient care involving a full range of audiological evaluations and treatment services, including the selection and fitting of hearing aids and other amplification systems, prosthetics, and devices related to the auditory system, aural (auditory) rehabilitation, and counseling of hearing-impaired Veterans and their family. Incumbent designs patient-centered treatment plans to assist patients and caregivers to maximize and restore to the greatest extent possible physical and social functioning; and serves as a consultant to other facility personnel involving difficult and complex cases. Incumbent will complete all patient care documentation in accordance with facility policy; including being able to train staff on all software and documentation required in the clinical setting.
