Job Description:
You will serve as a HUMAN RESOURCES SPECIALIST (CLASSIFICATION) in the FLEET HUMAN RESOURCES OFFICE (NORFOLK/STENNIS).
GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with applying a wide range of Human Resource Management and Classification theories, concepts, practices, laws, policies, rules, regulations, precedents, and procedures. Experience analyzing organizational structure and mission activities serviced, and interrelationships with position classification. Experience collaborating with supervisors and managers on difficult issues, and applying complex fact-finding, analytical, and problem-solving methods and techniques. Experience preparing and presenting findings, recommending and carrying out specific actions regarding specific issues. Experience developing and providing program training. GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. You will prepare and review position and job descriptions, conduct desk audits, write reports or findings, provide classification training, and prepare evaluations as required by the HRO.
You will act as a consultant on Reductions-In-Force (RIF) regarding competitive level and special qualification requirements.
You will locate, interpret, analyze, and apply Position Classification Standards and Guides.
You will offer substantive advisory services as requested, to assist in management decision making and determine probable effects on classifications.
You will consult with other Human Resources specialists in cases where changes in classification may create qualification problems or result in grievances.
You will develop, modify, conduct, and oversee the presentation of formal training in classification, position management and desk audits.
You will determine adequacy of position descriptions, conduct desk audits, resolve areas of inaccuracy, determine title, series, and grade of positions.
You will draft standard reviews, develop alternative job restructuring and organizational design recommendations, and assist managers in planning for developments in program modifications, reorganizations, realignments, and reductions in-force.
You will prepare documentation for classification appeals and other inquiries.
