Job Description:
You will serve as a Management Analyst (International Programs) in the Security Assistance/International Programs Department of SURFCOMSYSTRNCMD DAHLGREN. The President has ordered a government-wide hiring freeze subject to certain limited exceptions. This position is subject to the hiring freeze. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Acting as the command's lead representative for the assigned international program, and developing pricing, availability and cost documents/packages in support of acquisitions for international combat training systems and instructional delivery technologies; 2) Monitoring contractor performance relative to assigned Foreign Military Sales (FMS) cases and reporting status to the Contracting Officer's Representative (COR) and Director/Deputy; 3) Designing and presenting briefings for senior government and foreign officials at formal program management reviews; and 4) Monitoring FMS assigned case budgets and department budgets to assure effective use of resources and compliance with regulations, policies, and Standard Operating Procedures. You will serve as Surface Combat Systems Training Command (SCSTC) the lead for all aspects of the assigned International combat systems training program.
You will serve as Contract Subject Matter Expert (SME) assisting the Contracting Officer in executing inspections, monitoring agency contracts, identifying contractor deficiencies/non-compliance and reviewing Statements of Work.
You will develop Pricing and Availability (P and A) and Letter of Offer and Acceptance (LOA) costs/packages in support of NAVSEA major combat systems acquisition, combat systems training, and fleet support Foreign Military Sales FMS cases.
You will perform acquisition duties, such as conceptualization, initiation, design, development, test, contracting , productions, deployment, logistics support and modification of training systems in support of CSCS organizational missions.
You will comply with FMS case administration regulations, policies, and SOPs; ensuring integration with Naval Education and Training Command (NETC), Security Assistance Management, and Defense Security Cooperation Agency policies and procedures.
You will research, analyze and plan assigned (FMS) cases, partner with organizations to support FMS case requirements, implement process improvement techniques, and report on status for acquisition of combat systems training and training systems.
