Job Description:
The Health System Specialist works with the Associate Director Nursing/Patient Care Services, the executive staff and Service Line Executives to review, plan and coordinate the delivery of health care programs throughout the facility.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/27/2025. Individual Occupational Requirement (IOR): An IOR is a basic requirement that must be met in order to qualify for the 0670 occupational series. Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Applicants must also possess: Management ability to delegate authority, evaluate and oversee people and programs, recognize and adapt to changing priorities; and Knowledge of the interrelationships and interdependencies among various medical and administrative services and programs; OR Successfully completed an agency-sponsored on-the-job training program that may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. You may qualify based on your experience as described below: Specialized Experience: To qualify for GS 12, you must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: (1) Missions, organizations, programs, and requirements of health care delivery systems; (2) Regulations and standards of various regulatory and credentialing groups; and (3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. To qualify for GS 13, you must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: working within a health care setting, working directly with healthcare professionals and organizational leadership to solve problems in support of the delivery of patient care and program/operational functions; experience running and supervising an administrative component of a health care system customizing in compliance, improvement programs, and operations; experience applying strategic planning and change management principles to prepare program operations for technological advancements; and developing internal review systems and actions to assure that clinical, educational, and administrative activities comply with applicable standards. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Administration and Management Analysis and Problem Solving Computer Skills Interpersonal Skills Organizational Performance Analysis Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Work is typically performed in an adequately lighted and climate-controlled office. Major duties and responsibilities include but are not limited to: Acts as the Administrative Assistant to the Associate Director Nursing/Patient Care Services. Identifies and proposes solutions to management problems which are of major importance to developing and planning program direction and prepares recommendations which impact the way in which planning, and implementation is carried out. Assists in the recruitment and retention of nurses and staff to maintain a qualified workforce. Responsible for the development of comprehensive business plans to improve the operation and cost effectiveness of medical center programs which involve and impact a number of clinical and administrative services. Uses VA data systems, the Internet and other sources of data to provide reliable and up to date data to support decision-making tools and recommendations. Prepares annual budget forecasts and oversees the preparation of submittals related to balances score cards, business plans and management briefings. Facilitates two-way communication with the Business Managers in the Administrative Service Lines through regularly scheduled meetings intended to ensure consistent and competent business practices and reporting. Facilitates training of Administrative Business Managers to fill gaps in their business knowledge through the use of appropriate subject matter experts. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
