The primary purpose of this position is to assist and support the MWR Director in planning, organizing and supervising of department wide defined support services to include administrative, financial support and information technology and process improvement. Additionally, assists in ensuring the effective accomplishment of MWR support functions in direct support of all MWR operations and facilities.

The Business Activities Manager is a supervisory position responsible for development and oversight of Category C activities which may include but is not limited to Food/Beverage, Marina, Lodging, Specialty Retail, Bowling, and Golf. While elements (a) through (c) are preferred, a combination of two of these elements may sufficiently qualify an individual to perform their duties. A four-year degree in Recreation or related degree, Business Administration or Food and Beverage Management. At least 5 years of experience in revenue generating or for-profit activities Knowledge of MWR mission, vision, functions. Knowledge of MWR organizational structure and relationships, to support numerous management programs. Extensive knowledge of the goals, principles and techniques of recreation, food and beverage, resale/retail management and/or program delivery. Knowledge and skill in developing new approaches to programing and applying analytical and evaluative methods and techniques. Thorough knowledge of recreation and financial management, including budget, cost and profitability analysis and internal controls, purchasing and cash flow management. Knowledge of effective group relationships and interpersonal skills. Knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources (people, money, or equipment). Ability to develop guidance for subordinates' activities and perform continuous appraisal of programs in accomplishing program objectives and goals. Ability to monitor a wide variety of programs, actions, and initiatives within the program to make decisions from an overall management standpoint. Ability to assess, coordinate, evaluate, and integrate the work of others. Ability to deal with a variety of people in structured and unstructured situations. Ability to define, develop, discuss, and coordinate difficult problems, tactfully and with much flexibility. Skill in written and oral communication to provide information papers, documentation of analysis, reports, and correspondence, and to participate in briefings, conferences, and operational meetings. Must be able to work independently, make sound decisions and judgements.
TECHNICAL OVERSIGHT 60% Provides technical guidance and administrative oversight over professional, technical, skilled and unskilled employees utilizing direct and/or indirect supervision of subordinate supervisors and employees. Ensures adequate staffing, effective training and appropriate supervision is maintained throughout and in compliance with established personnel administration in order to meet mission requirements. Assigns work, defines priorities, selects and recommends applicants for hire, evaluates performance, recommends pay adjustments/awards, provides or recommends training, approves and/or disapproves leave requests, initiates corrective actions, and recommends formal corrective/disciplinary actions as warranted. Analyzes manpower problems including making recommendations for reduction or increasing staff levels based on studies, financial posture and program standards. Incumbent will provide hands-on leadership and skill development of all staff within the division. Assumes the duties of the subordinate manager within the department in his or her absence. May serve as an approving official for Government Purchase Card (GPC) transactions. Guides and directs managers in the development and completion of business plans, financial reports, presentations, correspondences, grants and data calls Ensure compliance with all regulatory guidance for the use of non-appropriated funds. Ensures compliance with maintenance, security and safety of records, reports, files and information relating to MWR Recreation and ensures applicable assets and interests are protected. Provides advice and guidance to program and facility managers on interpretation and formulation of technical, functional and program activities. ADMINISTRATION 40% Assists the MWR Director in the management, control, development, coordination and execution of assigned programs. Serves as the principal advisor and authority on matters impacting MWR programs under their purview. Delivers all programs within the area of responsibility in accordance with CNIC program standards. Identifies and pursues new revenue streams through various avenues, such as new products, services, markets or partnerships Conducts market research. Analyze market trends, competitor activities, and customer behavior to identify opportunities for growth. Conducts data analysis. Uses data and metrics to track revenue performance, identify areas for improvement and measure the success of new initiatives. Plans, justifies, administers and monitors the annual NAF (non-appropriated fund) operating budgets for inclusion in the overall MWR budget submission. Plans, organizes, develops and establishes department internal control systems to protect income, minor property, fixed assets, vehicles, merchandise, supplies, records, inventory, etc. and ensures they are in effect. Assists managers in planning and forecasting operational requirements in addition to performance of all program delivery. Reviews and analyzes programs continuously, conducts activity visits to ensure activities maintain equitable and consistently high standards of performance and customer service in the management and operation of their programs. Aggressively works towards the achievement of meeting program standards and achieving accreditation status. Identifies, on a continual basis, areas for potential improvement or more efficient services and establishes objectives toward that end. Provides advice to superiors on future requirements for additional equipment and facilities. Assists in the development of standards and specifications for new or renovation type construction projects. Will help initiate and actively participate in the design and renovation process for any new and/or remodeled facility development. May serve as the Contracting Officer's Representative in overseeing minor and major construction, renovation and alteration projects to ensure completion in compliance with contracts or project milestones, when needed. Ensures compliance with comprehensive fire, safety, sanitation, security, environmental and occupational health programs. Prepares/reviews correspondence for approval by superiors which includes, but is not limited to, standard operating procedures, command instructions, routing of documents and responses to inquiries. Analyzes budget execution to ensure maximum benefit is received from financial resources without sacrificing efficiency or violating established resource management system procedures. May assume the duties of the MWR Director in his or her absence.
