This position serves as the Chief of Police and is located in the Police Service at Lt. Col. Luke Weathers, Jr. VA Medical Center, Memphis, Tennessee, Incumbent is responsible for the management and direction of police and security programs to including managing the physical security of assets, information, buildings and people.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/26/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Operating, directing, and controlling law enforcement and physical security activities. Assessing situations and determining appropriate responses. Responding to active threat situations. Delegating work and evaluating performance of police personnel. Providing training on equipment and security systems. Conducting arrests, investigating criminal activities, and protecting crime scenes Ensuring the safety of staff and visitors while on facility property. .NOTE: This experience must be detailed in your resume to receive credit. You will be rated on the following Competencies for this position: Education and Training Managing Human Resources Physical Security Security Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires regular and recurring physical exertion, such as long periods of standing, walking, bending, stooping, reaching, crawling and similar activities. Performance of work may take place in attics, crawlspaces, walls, ceilings, and other limited access spaces, in rough terrain or in construction sites when planning and monitoring the installation of security systems as part of original construction. The work may regularly involve lifting and carrying moderately heavy objects of 50 pounds or less when delivering or installing security devices. The work may require some common characteristics and abilities of physical agility and dexterity to work in confined spaces and to move or lift moderately heavy objects. Firearm Requirement: VA Police Officers are required to carry agency-approved firearms while on duty on VA property. Officers must achieve and maintain qualification/certification with the agency-approved firearms as condition of gaining and continuing employment as a Police Officer. This position is under Consistency Review. This position reports to the Assistant Medical Center Director or designated executive leadership official for administrative-only direction. Major duties and responsibilities include: Plans, assigns and explains work requirements to subordinates for new or changed programs and the functions, goals, processes, skills, and needs Develops schedules, assigns patrol and special duties to staff, and ensures patrol coverage complies with agency policy and meets facility protection priorities Ensures police staff are properly trained to operate a variety of equipment and/or security systems Interprets security policies and procedures and provides guidance to facility leaders and staff Keeps senior facility leadership informed regarding program successes and vulnerabilities Serves as management's designated liaison, subject matter expert and consultant with federal law enforcement agencies such as the Office of the Inspector General-Criminal Investigation Division (OIG-CID), FBI, DEA, ATF, Secret Service, state and local law enforcement agencies Assists in the development and modification of new Veteran-specific policies and procedures with focus on improving relationships between Veterans and Police Service Maintains full responsibility for the protection of the civil rights of all individuals while on VA controlled property Develops and implements procedures for the detention or arrest of individuals suspected of violations committed against criminal laws Plans, directs, and updates the crime prevention program and exercises direction and control of investigations into criminal activities Manages the procurement and accountability of equipment and firearms used Performs related duties as required. Designated Drug-Testing Position: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment.
