Job Description:
The Outpatient Pharmacy Supervisor is responsible for the professional and administrative management of the Pharmacy Service at the Gene Taylor Community Based Outpatient Clinic (CBOC) part of the Veterans Health Care System of the Ozarks (VHSO). They supervise the day-to-day work of assigned staff, including clinical staff pharmacists and technicians and manages their workflow.
Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language: Must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). Education. Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Graduates of foreign pharmacy degree programs meet the educational requirement if the 2 graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Pharmacy Supervisor, GS-13 Experience. In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level. Pharmacists assigned to this position must demonstrate the following Knowledge, Skills and Abilities: a. Ability to effectively supervise subordinate staff. b. Ability to communicate orally and in writing to persuade and influence clinical and management decisions. c. Expert understanding of regulatory and quality standards pertaining to pharmacy. d. Skill in managing people or programs. Preferred Experience: 1+ year experience in Supervisory or Program Management at VA Facility. Physical Requirements: Physical aspects associated with work required of this assignment are typical for the occupation, see Duties section for essential job duties of the position. May require standing, lifting, carrying, sitting, stooping, bending, puling, and pushing. May be required to wear personal protective equipment and undergo annual TB screening or testing as conditions of employment. Work Environment: Work is performed in an office/clinic setting with minimal risks that requires normal safety precautions; the area is adequately lighted, heated, and ventilated. However, the work environment requires someone with the ability to handle several tasks at once in sometimes stressful situations.
Duties of the Outpatient Pharmacy Supervisor include, but are not limited to: Program Management: Assists the Associate Chief of Pharmacy Operations in performing the administrative and personnel management functions relative to clinical staff pharmacists and technicians. Develops and maintains systems to monitor the performance of staff activities. Develops work improvement plans for subordinates, recommending personnel actions as necessary. Provides advice and counsel to subordinates related to work and administrative matters. Reviews and approves or disapproves leave requests and provides timely work schedules for subordinates. Assures that subordinates are trained and fully comply with all provisions of safety regulations. Supervises all staff pharmacists and technicians to accomplish the work of the program area. Establishes functional statements, job descriptions and develops performance standards for subordinates. Provides assurance that the program area is compliant with all regulatory and accrediting body requirements (DEA, FDA, OIG, Joint Commission, etc.). Ensures full compliance with all regulatory requirements for controlled substances, including performing controlled substance balance adjustments. Conducts internal audits and reviews over all VHSO Pharmacy CBOC areas to ensure full regulatory compliance and operational efficiency. Reviews and addresses all JPSRs and PATs affecting VHSO CBOCs or patients unitizing VHSO CBOCs and works within the Pharmacy Leadership team to identify and address issues. Assists the Associate Chief and Chief of Pharmacy Service regarding all resource management issues including personnel actions, budgetary execution, major and minor equipment, and space. Serves as an invoice (IPPS) Approving Official and alternate purchase card Approving Official for Pharmacy Service contracts & procurement. Ensures procurement staff and operations at Pharmacy CBOCs work in full coordination with VHSO Pharmacy policies and procedures including backorder procedures, completion of B09s, addressing CMOP kickbacks, following all Drug Accountability and purchasing procedures, addressing recalls and reverse distributor returns, and optimizing all inventory software. Ensures optimal medication storage, including expiration processing, optimal storage and supply layout, and fully addressing alerts from our refrigerator monitoring system. Administrative / Supervision: Supervises pharmacists and technicians at Springfield, MO CBOC, Branson, MO CBOC and the Joplin, MO CBOC. Interviews employee candidates, recommends appointments, and evaluates employee performance. Initiates action based on employee's performance as necessitated, including documentation and recommendation for awards, counseling and disciplinary actions. Establishes procedures, methods, and working schedules for the efficient accomplishment of pharmacy operations. Designs policies and procedures related to program area. Coordinates pharmacy activities with other services and clinics of the facility and communicates clearly with a wide variety of significant others. Ensures all VHSO Pharmacy policies and procedures accurately represent the actual workflow and expectations for operations on site. Ensures all VA mandated employee training is completed in a timely manner. Develops and annually updates performance standards that set forth clear performance expectations and goals that align individual employee efforts with organizational goals. Functions as part of the overall VHSO Pharmacy leadership team to design and implement policies and procedures determined for site specific and pharmacy service wide adoption. Clinical: Maintains and promotes high ethical, clinical and administrative standards that are carried out into the decision-making process. Makes recommendations regarding drug therapy to patients, physicians, dentists, and other providers. Ensures that subordinates are aware of patient's rights and provides service directed toward assuring these rights are honored and protected; this includes the assurance of patient privacy, confidentiality and a safe environment in which patients receive care. Supports and monitors all clinically assigned duties of staff including VA National Formulary non-formulary and prior-authorization formulary Prior Approval Drug Request consults. Educational: Participates in self-development activities to maintain and increase professional competence. Identifies potential candidates for positions of higher responsibility and assists in their related developmental experiences. Work Schedule: 8-hour shift between the hours of 8:00 am - 6:00 pm, to possibly include nights, weekends, and holidays. Tour may be changed based on workload.
