This vacancy is for a GS-2102-7, Transportation Assistant located in the Department of Homeland Security, U.S. Coast Guard, TRACEN CAPE MAY ADMINISTRATION BRANCH.
QUALIFICATIONS REQUIREMENTS: To qualify for this position, you MUST meet all of the following requirements by the closing date of this announcement. MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. GS-07: In order to qualify for this position at the GS-07 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-06 level in the federal service. Examples of the minimum qualifying specialized experience equal to the GS-06 level include performing the following types of tasks on a regular and recurring basis: Determining and advising on entitlements or procedures, such as- storage entitlements, movers' liabilities, and prohibited items, the various methods of movement (e.g., Government, "do-it-yourself, or commuted rate); Preparing and reviewing various travel or relocation paperwork necessary to document moves and substantiate claims for reimbursement; Providing administrative support for shipment and transportation services, such as assisting with booking, scheduling, or tracking the movement of personal property using established guidelines; and Responding to customer questions about shipping procedures and entitlements, resolving routine issues that may arise. Applicants whose resumes clearly demonstrate the required minimum qualifying specialized experience will be evaluated based on the occupational assessment competencies listed below. A COMPETENCY is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions. Transportation- Knowledge of principles and methods for moving people or goods by air, rail, sea, or road, including costs and limits. Understands established methods for arranging movement of Household Goods (HHG), Privately Owned Vehicles (POVs), mobile homes, and other personal property. Apply policies to prepare routine shipping documentation and respond to standard transportation inquiries under guidance. Technology Application- Uses transportation-specific automated systems (e.g. DPS or similar) and software to process, track, and update shipment data. Enters, verifies, and extracts shipment-related information to facilitate accurate routing, booking, and claims tracking. Technical Competence- Applies knowledge of transportation regulations, entitlements, and shipping procedures to assist in processing household goods and freight shipments. Supports tasks such as entitlement verification, claims guidance, and shipment preparation under established procedures. Customer Service- Provides courteous and accurate support to service members, civilians, and dependents regarding routine transportation matters. Explains entitlements, prepares forms, and responds to inquiries using established policy and procedure references. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You will serve as a Transportation Assistant and be responsible for providing support to both civilian and military personnel with permanent change of duty station moves. The purpose of the position is to provide counsel and assistance and assure timely, economical and procedurally correct preparation of documents to authorize and process transportation services. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Serving as a shipment assistant and authority providing complete counseling service to effect the shipment of household goods, personal effects, mobile homes, boat/trailers, POV's (Privately owned vehicles), Do-It Yourself moves, freight rates, for DHS/DOD military, civilian and their dependents. Interviewing applicants individually or in groups to determine the needs and develop the correct combination of entitlements. Researching and analyzing documents and regulations to determine pre-shipment, shipment, and post-shipment needs and services. Routing and booking shipments in the database. Preparing reports and relies to telephonic and written communications regarding shipping information on all inbound and outbound shipments. Consolidating, rearranging, modifying and retrieving records stored in database.
