This position is located within The Department of Homeland Security (DHS), U. S. Coast Guard (USCG), Deputy Commandant for Mission Support, Assistant Commandant for Acquisition, Director of Program Executive Officer, BAYOU LA BATRE, AL.
For GS-12: Applicants must possess one year of specialized experience equivalent to at least the GS-11 level in the Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience should demonstrate the following: Reviewing production activities and capabilities in light of contract quality requirements. Reviewing written quality or inspection procedures for adequacy and evaluating the implementation and effectiveness of quality/inspection systems, to include sampling plans; identifying inadequacies and requesting corrective action. Interpreting contract requirements; covering policies and procedures of the Quality Assurance (QA) and Test Programs. Conducting studies and problem analyses with developing logical and documented recommendations. Investigating customer complaints and deficiency reports, Providing identification of causes to appropriate authorities. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. You will serve as a Quality Assurance Specialist and will provide on-site technical oversight in accordance with established procedures in support of surface ship design and construction programs. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Serving as a QA Specialist in the evaluation, audits, inspection, and test areas. Functioning as a member of the PRO mock INSURV Board during the contractor's Dock Trials, Builders Trials, and Acceptance Trials, which includes providing trials deficiency management support in the documentation of discrepancies with trial cards and validating correction of discrepancies to support trial card closure. Functioning as a quality assurance and test representative for new construction of ships by the contractor when assigned. Investigating areas where the contractor's inspection system is suspected of being inadequate for the purpose of isolating the cause and makes recommendations for remedial action. Responsible for the compilation and maintenance of inspection reports and records. Interface with customer and government quality representatives regarding audits, corrective actions, acceptance testing, and other quality matters. Lead efforts to develop, maintain, and deploy quality plans and activities that translate customer requirements into planned activities. Provide training and guidance to team members on quality control procedures and best practices.
