Job Description:

The incumbent occupies the position of Management and Program Analyst within the 508 Compliance team; Compliance, Risk, and Remediation (CRR); Office of Information Technology (OIT); Department of Veterans Affairs (VA). The incumbent reports to one of the 508 Compliance Direct Support Team Supervisors ("the Team Supervisor"), who in turn reports to the Director, 508 Compliance ("the Director.")
To qualify for this position, all qualification requirements must be met by the closing date of this announcement 08/20/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Major Duties: The incumbent facilitates and substantially participates in qualitative and quantitative data gathering and analysis initiatives. The incumbent determines the functional performance, adherence-to-plan, and/or legal, regulatory, audit, standards/guidelines, model/benchmark, or executive direction compliance of complex VA programs or projects, business or administrative processes, systems, major contracts, or investments, and/or organizational frameworks. The incumbent likewise facilitates and substantially participates in efforts to authoritatively identify, quantify, and evaluate factors that impact VA program or technical performance, operational or administrative efficiency, or investment cost-benefit considerations. In support of 508 Compliance or other executive decisions of an OIT-wide, Enterprise-wide, or inter-agency scope, the incumbent researches and analyzes extensive financial and/or administrative risks and engages in inter-office fact-finding to clarify or determine prior direction or decisions, remaining unobligated amounts, programmatic or 508 Compliance trends or patterns, or other factors that bear on current or future status or trajectory of major programs, projects, or products. The incumbent builds or substantially contributes to process maps, Standard Operating Procedures (SOP) documents, or other frameworks or foundational models, to document, explain, and/or suggest expansions or improvements to planning, governance, or managerial control processes and procedures. The incumbent formulates or improves on publications or documents outlining or delineating 508 compliance, strategic planning, program development, and/or managerial control frameworks or processes, to include major products such as the IT Strategic Plan. The 20 incumbent constantly strives to ensure that such foundational documents and guidelines are analytically sound as well as continuously relevant and applicable to VA programmatic, technical, 508 Compliance, and/or administrative goals and objectives, as well as in line with external direction or standards such as the U.S. Access Board, congressional or OMB requirements. Taking into consideration input from the Team Supervisor, colleagues, subject matter experts, key contractors, partner organizations, and other stakeholders, the incumbent facilitates or substantially participates in the conceptualization and development of statements of vision, mission, goals, objectives, and/or strategy underlining various initiatives, realignments, or other programmatic, organizational, or administrative efforts. The incumbent works with team colleagues and with managers, subject matter experts, and key contractors across the VA to identify and authoritatively resolve gaps in information collection and program/project documentation and facilitates or substantially participates in the consolidation of performance metrics or other quantitative or qualitative data into coherent presentation formats or analytical summaries for executive leaders and/or other stakeholders.
