Four years of specialized experience (education in a related field may be substituted for experience) that demonstrates skill to serve as a Training, Education and Outreach Specialist to develop and maintain the EFMP Outreach Program Plan which includes coordinating awareness, education and resources, and linking eligible exceptional family members and their families with a variety of support services and resources. Skill to conduct needs assessments, interviews, briefs, presentations, training sessions and coordinate resources. Demonstrated ability to effectively communicate, both orally and in writing; ability to develop a n d d e l i v e r quality training; ability to maintain effective communication and working relationships with all levels of employees, command, and internal and external stakeholders; Proven capability in event planning, development and execution of timelines, and research; Capacity to perform in public speaking engagements; knowledge of military structure and protocol; ability to exercise initiative in resolving problems, rendering decisions, and carrying out revisions to plans; ability to supervise, facilitate, run in-person and virtual meetings, and to take charge and direct an event when necessary; ability to analyze data and present logical conclusions and recommendations; proficiency with computer software and applications involving word processing, publisher, email communication, database management desktop publishing, and internet navigation.
Serves as the EFMP Training, Education and Outreach (TEO) Specialist to deliver and coordinate training and education. In partnership with the EFMP Manager, develop an annual EFMP outreach plan. Work includes delivering and coordinating training for EFMP staff, Marines and their families and coordinating marketing to promote awareness, education and provide resources for the Exceptional Family Member Program. Links eligible family members and their families, to their assigned EFMP Family Case Worker, with a variety of support services and resources. Seeks out eligible members using an outreach concept and approach that fosters self-reliance and a sense of belonging. Ensures emphasis on positive customer experience for enrolled families and acts as the primary point of contact for resources and referral for Marines and families seeking assistance. Delivers and/or coordinates the delivery of training for EFMP staff, Marines, their families, volunteer personnel and representatives of installation and community services on a variety of topics related to individuals with special needs. Develops relationships and partnerships with service providers on the installation and in the community to collaborate on providing training and resources to EFMP staff and eligible patrons and their families. Works with EFMP Manager and/or Family Case Workers who assist with briefs, events and establishing supportive groups. Conducts personal interviews with unit and installation commanders, family members, and service activities to obtain data to determine priority of needs. May partner with housing, youth services, the education center and coordinators of program resources to consolidate efforts. Develops a robust, consolidated portfolio of all local, state and federal support services that align with the needs of EFMP customers within the installations geographical area of coverage such as, but not limited to: Family Advocacy Program, financial assistance, medical care facilities and services and command resources. Develops the outreach program plan by promoting awareness and education of EFMP among Marines and leadership on the installation by conducting briefings and educational campaigns. Seeks out opportunities to provide EFMP information at unit functions, briefings, family days, MCCS functions, with Military Treatment Facilities and public and DoD schools. Distributes and displays marketing and informational material in strategic locations aboard the installation to ensure maximum publicity of program resources. Develops and monitors website and social media content, write articles for newspapers and newsletters. Develops and maintains a library of special needs educational, referral and resource materials for families. Serves as a learning management system admin, in partnership with the EFMP Manager, to create professional development opportunities for EFMP family support staff. Performs administrative functions associated with the training, education and outreach program plan. Collects, analyzes and maintains training, education and outreach materials such as: listings of services and resources, information on the command outreach concept and plan, reports, and surveys. Identifies program resource requirements and provides budget input for manpower, supplies, and equipment. Accesses the EFMP case management system to gather information and capture all training education, outreach events and virtual contacts. Handles sensitive information that is proprietary, privileged, confidential or otherwise legally exempt from disclosure. Safeguards sensitive information and prevents unauthorized reading, printing, retaining, copying or dissemination of information, messages, or correspondence in accordance with rules and regulations such as those covered by the Privacy Act, 5 USC 552(a), Health Insurance Portability and Accountability Act, Public Law 104-191, and DoD Directive 6025.18. Notifies the higher-level supervisor and senders immediately when proprietary information has been released and advises on how to properly recover, and/or protect information. This is a white-collar position where occasional lifting up to 20 lbs. may be required. Occasional weekend and evening hours to support EFMP family engagement activities, support groups etc.
