GS-13: One full year of specialized experience equivalent to the GS-12 level. Specialized experience is defined as experience serving as a budget advisor, explaining budget policies, and giving briefings to higher management with minimum oversight; analyzing legislation and developing justification narratives; monitoring obligations, appropriating funds, and validating expenses; preparing budget estimates and projections; completing cost comparisons and payroll analysis; developing internal budget policies and procedures. Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. You will be responsible for planning, implementing, and administering the full spectrum of budget and financial management services. If selected for this position, you will receive formal and/or on-the-job training, as needed. Duties include: Providing positive recommendations and alternative approaches to improve program plans, budget proposals, costs of operations, and program accomplishments Researching legal, regulatory, program, and budgetary information Monitoring and tracking obligations and expenditures for the office Executing time-sensitive obligations and expenditures in accordance with regulatory controls Serving as a budget advisor and consultant to management Analyzing expenditure data to identify variables affecting costs Preparing annual administrative budgets and operating plans Reviewing completed work by others and identifying training and developmental needs to ensure accuracy and efficiency of the organization's budget Responsibilities will increase and assignments will become more complex as your training and experience progress.
