This position is organizationally aligned under the Office of the Medical Center Director at the Clement J. Zablocki Medical Center, Milwaukee, WI (695) - a complexity level 1A VHA facility. The Incumbent has fully-delegated authority and responsibility for executive level management support to the Director and the top management team responsible for organizational, development, direction and evaluation of facility operations.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/02/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. GS-13 LEVEL GRADE REQUIREMENTS:SPECIALIZED EXPERIENCE: Must have one full year of specialized experience equivalent to at least the next lower grade level (GS-12) in Federal service that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience includes: Knowledge of wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems. Maintains a thorough understanding of the associated Medical Center goals, objectives, principles, constraints, methods, and monetary policy. Skill to plan, organize, and direct team study work to negotiate effectively with management to accept and implement recommendations. Skill in oral and written communications in order to prepare and present briefings, convey recommendations to management staff and attend meetings/conferences. You will be rated on the following Competencies for this position: Administration and Management Communication Technical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. The incumbent is recognized as a key management official in providing support to top management on decisions of significant importance to the operation of the Medical Center and is associated clinics. Duties: - Serves as a subject matter expert in deliver of healthcare relating to the implementation and execution of initiative, programs, and projects. - Plans, coordinates, and integrates all assigned activities. - Performs critical program review and analysis across a broad spectrum of initiatives and issues, such as healthcare delivery strategic planning. - Applies technical knowledge of healthcare operations, programming, budgeting, accounting, manpower, and program and project management to the integration and execution of actions. - Develops goals and objectives, establishes priorities and approves milestones. - Develops and supports teams with implementation/execution plans including the development of assigned projects and programs. - Reviews program and project development execution, assesses and evaluates effectiveness of operations and support relationships, and recommends changes. - Ensures that training, leader development, organizations, personnel, and facilities are fully considered and integrated as solution sets in support of managing change. - Performs a wide range of administrative and analytical duties in the formulation of program estimates. - Formulates, articulates and clearly states the Medical Center's position on complex, interrelated, and sensitive issues to senor management. - Develops methods, criteria, and polices to be applied to program and project issues, using a high degree of initiative and resourcefulness. - Coordinates with all levels of the Directors Office Staff, Divisions and other stakeholders Work Schedule: Monday-Friday 8:00am to 4:30pm Compressed/Flexible: Not authorized Telework: Not authorized Virtual: This is not a virtual position.
