This vacancy is for an International Trade Compliance Analyst in the International Trade Administration within the Department of Commerce.

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-13 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience is defined as: Applying regulations and directives to conduct AD/CVD unfair trade investigations and administrative reviews, researching, and interpreting financial, statistical, economic and/or accounting data and information to apply conclusions to AD/CVD case actions and decisions; and Applying qualitative and quantitative data analysis skills to review data for gaps and/or discrepancies, consistent with the requirements of AD/CVD law; and Independently performing antidumping and/or countervailing duty calculations using SAS or Excel.
As an International Trade Compliance Analyst, you will perform the following duties: Coordinate and administer major, high-priority AD/CVD cases; analyze and evaluate complex data; conduct meetings, briefings and hearings. Prepare position papers using various sources, providing accuracy and authenticity of information. Ensure compliance with AD/CVD requirements and law; anticipate timeline challenges and constrictions, establish objectives; and form working relationships with internal and external customers. Develop and implement new approaches in the International Trade Compliance program area and implement significant new program strategies such as analysis and enforcement related to transnational subsidies.
