The Supervisory Health Systems Specialist, Credentialing and Privileging Manager oversees all functions related to healthcare providers' professional credentials supporting all divisions of the Dayton VA Medical Center in accordance with VHA Credentialing and Privileging (C&P), Directives, VA Handbooks, Policies, Memos, and Notices; The Joint Commission (TJC) Standards and State and Federal Regulations.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/26/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Supervisory Health System Specialist (Credentialing and Privileging Manager) GS-12 grade level requires one year of specialized experience equivalent to the GS-11 grade level in the federal service; experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Examples: Knowledge of accreditation standards and guidelines for credentialing and privileging; knowledge of staffing regulations and requirements for healthcare practitioners in compliance with a broad range of directives, policies, and medical staff bylaws; familiarity with a variety of auditing and accrediting agencies; understanding of medical specialties, medical terminology, and the design and implementation of best practices for criteria-based privileging systems for the granting, reduction, and revocation of clinical privileges; and skill in written and verbal communication (responses, reports, papers, presentations, meetings, etc.). INDIVIDUAL OCCUPATIONAL REQUIREMENTS: Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Qualifying specialized experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Physical Requirements: The work is mostly sedentary. Occasionally, light physical effort may be required, such as that involved with walking, stair climbing, and carrying of light office items. Major duties include but are not limited to: Oversees all functions related to healthcare providers' professional credentials supporting all divisions of the VAMC. Works collaboratively with local and VISN leadership to identify and/or implement best practices and advising VAMC leadership of all program requirements pertaining to the Credentialing and Privileging (C&P) program. Ensures quality assurance and provide oversight for the VAMC C&P program. Responsible to ensure that the Medical Staff Bylaws/Rules and Regulations are reviewed and updated annually (or as needed) to reflect regulations or accreditation standards. Serves as the VAMC's Senior Technical Advisor and as the primary consultant and liaison to the VISN C&P Officer. Outlines VAMC C&P program goals and objectives, identifies risks, supervises all VAMC C&P employees, ensures training and education, and completes second level reviews as appropriate. Provides technical and administrative supervision to employees in the C&P office. Develops, modifies and/or interprets performance standards; outlines and explains performance expectations to staff, evaluates work performance and provides feedback. Provides consulting and guidance to local leadership and C&P employees on all matters pertaining to the facility's C&P program including Scope of Practices, National and VISN Memorandums of Understanding, Directives and Policies, etc. Interviews and selects candidates for vacancies, promotions, details and reassignments. Attends committee meetings and presents providers' credentials, clinical practice histories and red flags; documents and composes committee minutes, privileging requests and/or actions, malpractice payments, tort claims and adverse actions. Coordinates with Service Chiefs and service level administrative teams for annual Committee(s) review of clinical privileges and scope of practice forms; reviews clinical privileges and scope of practices for accuracy. Is the Point of Contact (POC) and Subject Matter Expert (SME) for credentialing updates, Human Resources, providers and hiring services. Participates in policy and decision-making initiatives and continuously develops a greater understanding of of regulatory and policy requirements, quality assurance methodologies as well as best practices. Assists with developing, coordinating and recommending changes for the improvement of workflow in the program. Conducts and oversees internal controls and audits; provider time-limited credentials, provider C&P two-part folders; VetPro incident reporting, VetPro Help desk tickets, etc. Serves as the administrator for the Federation of Medical Boards. Administrator for the Our Providers Database. Ensures information accuracy; reviews credentialing files for inaccuracies; manages troubleshooting efforts; takes corrective actions; and conducts quarterly reviews and certifications.
