Job Description:

This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Command, Control, Communications, Computers, Cyber, and Intelligence Service Center (C5ISC), Mission Support Systems Product Line (MSSPL), Financial and Logistics Systems Branch (FLS) located in Kearneysville, West Virginia.
To qualify at the GS-14 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-13 grade level in the federal or private sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include the following: Defining capabilities and performing requirements analysis to delivered systems meet the operational need. Working within constraints of the organization's enterprise information technology (IT) goals and objectives to ensure alignment with organizational goals. Progressing towards goals of organizational process improvement concepts and process maturity models (e.g., Capability Maturity Model Integration (CMMI) for Development, CMMI for Services, and CMMI for Acquisitions) to support organizational growth. Implementing service management concepts for networks and related standards (e.g., Information Technology Infrastructure Library) to ensure systems & projects follow best practices. In addition to meeting the specialized experience requirement, you must also have IT-related experience demonstrating each of the four competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. NOTE: Education cannot be substituted for experience at this grade level. You will serve as an Supervisory IT Cybersecurity Specialist (Policy and Planning/Information Security) and be responsible for managing information technology projects. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Providing advice on project costs, design concepts, or design changes to ensure new efforts align with Service Center strategies and leverage existing solutions where feasible. Providing recommendations for possible improvements and upgrades to keep systems modern and to improve cybersecurity posture. Reviewing or conducting audits of information technology (IT) programs and projects to identify capability gaps, funding constraints, schedule issues, and deliver effective products to the end user. Acting as a primary stakeholder in the underlying information technology (IT) operational processes and functions that support the service, providing direction and monitoring all significant activities to keep other stakeholders informed to address concerns and synchronize efforts. Leading and overseeing budget, staffing, and contracting to ensure early submissions minimize risk of funding or performance gaps, and that impacts of insufficient resources are identified early. Mandatory training is required which must be successfully completed and other training may occur as necessary for success in the position. A. Federal Acquisition Certification for Program and Project Managers Level II (FAC P/PM-II) or management determined equivalent within two years of entry into the position. B. Information Assurance Management Level III (IAM-III) or management determined equivalent within two years of entry into the position.
