Job Description:
This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Legislation (OL), Congressional Affairs Group (CAG). As a Health Insurance Specialist, GS-0107-15, you will serve as a senior technical authority and advisor to the CAG Director.

In order to qualify for the GS-15 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Working with Members of Congress or their staff on operational and policy issues and concerns regarding the Medicare program; AND 2) Conducting analysis of programs, projects, and policies regarding the Medicare program; AND 3) Advising and consulting with senior leadership on policies, procedures, and critical issues regarding the Medicare program; AND 4) Preparing and directing the preparation of written documents on technical Medicare issues for senior management to use in meetings with Members of Congress such as briefing documents, reports, issue papers, and decision memoranda. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying. Serve as a senior program and policy expert resource for other Health Insurance Specialists on the coordination of response to congressional inquiries regarding policies, initiatives, and activities impacting CMS's programs.
Participate with the CAG Director and senior staff in review and assessment of high-priority programs, projects, and policies regarding rural hospital issues.
Provide consultative services to Members of Congress and their staff to enable them to better serve their constituents and clarify the role and operation of CMS programs.
Keep the CAG Director informed of the status of such projects and any unusual circumstances that might affect the quality of results or accomplishment of the objectives.
Represent CMS in meetings with Members of Congress and their staff on a variety of congressional and constituent concerns related to agency programs and initiatives.
