This position leads the Payroll Tier Zero/One Support team, within the Financial Payroll Service at the Financial Services Center. The incumbent provides supervisory oversight for Payroll Operations Service Division's VATAS support team, providing services on related timekeeping and payroll applications. In addition, serves as a first-line payroll supervisor to a team of analysts in the grades of GS-5 to GS-11.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/05/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current federal status. You must also submit additional SF-50(s) to clearly demonstrate one year time-in-grade as required in the announcement. If the most recent SF-50 has an effective within the past year, it may not clearly demonstrate that you possess one year time-in-grade. In this instance, you must provide an additional SF-50 that clearly demonstrates one year time-in-grade. AND Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized Experience is defined as: Experience developing initiatives to streamline processes and improve payroll/customer service, ensuring performance standards, performance measures and organization goals are attained, and performing advisory duties associated with the management and control of resources or funds within a payroll services division. The documentation must indicate whether the employee performed the duties full time or, if part-time, the percentage of times the employee performed the additional duties. To receive credit for experience in your resume that is not within the official series and grade level of your position, you must provide official documentation of such experience as indicated above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Major Duties: Responsible for developing initiatives to streamline processes and improve payroll/customer service for both internal and external customers. Oversees the workflow related to determining pay, maintaining payroll and accounting records, and completing related reports pertaining to civilian employees of the Federal Government while applying pay and leave laws, rules, regulations, and agency policy regarding entitlements to overtime, differentials, hazardous duty, holiday and special rates, premium pay, and allowances. Responsible for support of the Payroll Tier One Help Desk, to include verifying and processing of back pay and settlement cases, monitoring payroll import and export files, tax reporting, verifying the special people report, and processing moving expenses. Validates a variety of data which is entered into schedules, accounts, and payroll systems. Administers payroll systems designed to track, reconcile, and report on agency operation and maintenance funding and/or appropriations, allotment restrictions, accounts, and financial reports. Reconciles pay accounts and makes necessary adjustments as required. Interprets reports and other financial data for program review and analysis. Ensures performance standards, performance measures and organizational goals are attained. Performs advisory duties associated with the management and control of resources or funds within the Payroll Services Division. Performs duties involving the analysis and forecasting of the usage of funds within the FSC.
