Job Description:
This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Legislation. As a Health Insurance Specialist, GS-0107-15, you will provide comprehensive, balanced information and analysis of complex policies regarding eligibility, coverage, financing, and payment issues for the Medicare and/or Medicaid programs.

In order to qualify for the GS-15 grade level, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include: 1. Conducting analysis of polices and projects for numerous areas of inquiry relating to CMS programs. 2. Coordinating the development of technical issue papers and legislative analysis to support senior leadership regarding legislation on CMS programs. 3. Advising and consulting with senior leadership on policies, procedures, and critical issues regarding CMS programs; and 4. Preparing and directing the preparation of briefings, presentations, memoranda, and correspondence for senior management regarding CMS programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Responsible for design, analysis, development, monitoring, and evaluation of research studies, projects, and policy analysis for numerous areas of inquiry.
Lead task groups who develop technical issue papers, legislative proposals and analysis, and other documents to support analysis of and recommendations on CMS program issues.
Review and analyze operational aspects of the Medicare FFS and/or health plan operations program, including provider enrollment, appeals, program integrity activities, and contractor operations
Develop, prepare, and present memoranda, briefings, staff papers, and other materials concerning substantive questions, issues, findings, conclusions and proposed solutions or suggested courses of action.
Represent CMS at meetings, membership in CMS, Department, external group committees and workgroups.
