Job Description:
The Supervisory Medical Support Assistant (MSA) works in an outpatient clinic or, inpatient ward setting. The Supervisory MSA plans and directs programs for the Health Administration Service (HAS) at the VA St. Louis Health Care System (VASTLHCS), St. Louis, Missouri. The VASTLHCS encompasses acute, sub-acute, and intermediate inpatient, nursing home, and comprehensive outpatient care at two Divisions, and four Community based Outpatient clinics.
Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Experience and Education: Experience. Six months experience of clerical, office, customer service, or other administrative work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; OR, Education. One year above high school; OR, Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Supervisory Medical Support Assistant, GS-08: Experience. One year of experience equivalent to the GS-7 grade level leading or supervising MSAs or equivalent administrative patient support staff in a non-VA medical inpatient, outpatient, or interdisciplinary setting. Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate all of the KSAs below: Ability to provide the full range of administrative and supervisory duties to at least one subordinate MSA supervisor or team leader in a patient support setting which includes assignment of work, performance evaluations, selection of staff, and recommendation of awards and/or advancements. Ability to collaborate, communicate, and demonstrate customer service and interpersonal skills with internal and external customers to ensure quality/continuity of care and ensure compliance with established policies and regulations. Ability to provide briefings, orientations, staff development, and training in a patient support setting. Ability to manage fiscal matters, forecast resource and equipment needs, and identify budget needs. Advanced knowledge of managing or leading patient support staff in a clinic. This includes independently utilizing reference sources, decision making, and empowering the team to collaborate and resolve problems within a complex systems environment. The actual grade at which an applicant may be selected for this vacancy is GS-08. Physical Requirements: Typically, the Supervisory Medical Support Assistant must be able to operate a computer terminal and be able to manage multiple activities at one time. Work is generally sedentary; however, there may be some walking, standing, bending, and carrying of light items.

The Supervisory MSA oversees MSAs and at least one lead MSA. Major duties include but are not limited to the following: Evaluates work of subordinate staff Resolves complex problems to ensure patient services are met Evaluates new products, equipment, and systems to make recommendations for improved operations Identifies educational or training needs Makes final recommendations for final decisions on hiring selections Evaluates performance, and takes disciplinary action, when necessary Plans and directs the subordinate Lead MSA and MSA's activities Extracts and analyzes data to provide reports to senior management in support of tracking measures, such as: daily ward status report, GNAV statistics, etc. Supervises GS-679-6/7 Advanced Medical Support Assistants, and a Lead Medical Support Assistant(s). Works closely with the Health Administration Service Office of the Chief staff, including: the Assistant Chief, PAS staff, the Training Specialist, the Records Information Manager, the Administrative Officer, and the Program Manager Ensures close cohesiveness and team work between off tour and business day management staff Participates in the hiring selection process by reviewing applications, sitting on a selection panel, and making recommendations to the Chief/Assistant Chief Ensures full scope of training completion to ensure coverage at any given time Orients newcomers to the MSA setting, reviews all policies, and, if needed, writes/updates SOPs and Medical Center Policies Disseminates workload to staff to ensure timely and efficient processing Works closely with clinic and HAS leadership on scheduling issues, such as: missed opportunities, and access Manages the tour of duty work schedule for the MSA staff Completes annual performance reviews and appraisal evaluations for all assigned employees Prepares correspondence for HAS leadership review, as needed Extracts statistical data from various workload and staffing reports Submits necessary budget and equipment needs and follow-through with requests. Always presents a positive image of the VA St. Louis Health Care System and the Health Administration Service to others and coaches staff to do the same Maintains a positive attitude and mentors staff to do the same.
