As Chief of Operations, you will provide senior level leadership for managing the operations of all programs, grants and administrative functions and supervising the directors of those units (Director of Administration, Grants Supervisor and Program Supervisor) with the purpose of serving the Council in coordinating member restoration planning, projects and programs related to the Council's $3 billion plus Council-Selected Restoration and Spill Impact Assistance Programs..
You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility at the GS-14 level in the Federal service or equivalent. This experience will have equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes: Leading information management and/or analytics projects relevant to organization goals and operational objectives from start to completion by managing the scope, schedule, cost, and risk to ensure proper monitoring, milestone achievement, and project success; AND Researching, analyzing, and evaluating information, drawing conclusions, and devising innovative solutions; AND Developing, prioritizing, and delivering improvement projects using strategic planning tools, business goals, directives, and risk analysis results; AND Advising senior leadership and diverse stakeholders on relevant methods, tools, and products to facilitate effective oversight of strategic business goals. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15, you must have been at the GS-14 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
As Chief of Opertions, you will: Serve with the primary responsibility for the programmatic elements of the staff in support of the RESTORE Council's Comprehensive Plan commitments, ensure the timeliness and accuracy of financial awards to Council members and provide oversight of administrative functions which provide support for the agency to meet the Council's vision. Direct, coordinate, and oversee the work of the Administrative, Grants and Program units, including working with the Executive Director to develop and implement plans, workload prioritization, and setting performance standards. Make authoritative decisions on work problems from subordinates including resolving controversial issues, meeting with key management officials, and providing technical advice and guidance. Work collaboratively with the CFO to ensure that the work of the Grants, Program, and administrative units support sound financial management.
