The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. This is a non-supervisory, non-bargaining unit position. Relocation expenses will not be considered for the person(s) selected for this position. o
Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision. Ability to perform administrative management functions for an organization including human resources, budgeting/finance, and contracting/procurement.** Ability to utilize computer technology and applications.** Ability to perform financial activities.** Knowledge of human resources management principles and methods. Ability to communicate in writing. Ability to communicate effectively other than in writing.
Researches, maintains currency, and advises on policies and issues impacting CGD and consults and advises staff on long-range goals and objectives of CGD and higher level management. Coordinates the Library's Acquisition Career Manager (ACM) in the administrative and records management aspects of the FAC-C and FAC-COR program. Provides administrative advise for CGD human resources and material needs and other administrative support matters. Analyzes human resources targets, travel, materials and related requirements; and provides information for use in program planning and evaluation activities. Provides feedback to senior staff on a wide range of administrative and operational management issues, and on the formulation and implementation of organization policies, programs, objectives, and plans. Coordinates services and supplies for the Contracts and Grants Directorate. Controls and tracks purchases, supply movement, and office moves. Performs periodic inventory of all equipment and property, resolving discrepancies on inventory lists with actual inventory. Provides guidance for management and staff regarding administrative property and control procedures. Plans and coordinates office moves. Coordinates with Library Chief Information Office on telephone and computer hardware changes, moves, and/or upgrades for Contracts and Grants staff. All IT requests for the office go through the Administrative Officer utilizing the CIO’s Helpdesk request system. Coordinates with and oversees tasks assigned to Office Automation assistant(s) and other administrative support staff to ensure timely completion of projects. Serves as the application administrator for CGD IT applications, maintains Privileged Rules of Behavior (PROB) training and certification, coordinates with OCIO staff to obtain and maintain Authorization to Operate, Continuity of Operations Plans, and addresses any IT Security Plans of Action and Milestones (POAMs) on behalf of the Directorate. Planning and managing a comprehensive administrative support program that includes the spectrum of administrative support services, e.g., budget, administration, personnel, space management, purchasing, information technology management, internal controls, mail, records, acquisitions, communication services and supplies. Leading administrative, technical and clerical personnel. Setting goals and priorities. Preparing schedules for completion of work. Analyzing management issues for the developing short- and long-range plans to ensure office operations are conducted efficiently and effectively and meet mission requirements. Monitors CGD obligations and expenditures throughout the budget execution phase. Recommends adjustments to planned expenditures to satisfy highest priority needs or to meet unplanned emergency expenditures. Coordinates with senior staff in the preparation, revision, monitoring, and evaluation of organization budget estimates and staffing needs. Provides budgetary support to the Contracts and Grants Directorate's budgetary processes such as budget formulation and execution. Communicates with the Director, chiefs, supervisors and or senior managers in reviewing and developing budget data and justifications for approval, office needs, plans, and goals. Provides guidance to CGD staff in preparing and developing budgetary data and justifications for budget review and approval. At the direction of CGD senior management, initiates and processes of personnel actions. Works with servicing Human Capital Directorate (HCD) representatives to identify and resolve human resources needs and problems. Collaborate in the administrative aspects of recruitment, selection, promotion, awards, and training activities at the direction of CGD senior management. Provides guidance and forms to supervisors for position descriptions, performance plans, and individual development plans. Reviews completed position descriptions and work plans for proper format and uniformity prior to submission to the human resources office. Prepares requisitions in Momentum in conformance with applicable policies and regulations. Provides assistance to senior Contracting Officers within the Contracts and Grants Directorate by preparing solicitations and contracts not to exceed the simplified acquisition threshold. Consults with technical, legal, and contract staff in the preparation of solicitations and contracts. Drafts statements of work, independent cost estimates, and conducts market research for non-complex goods and services. Utilizes government purchase cards to procure materials and services following FAR and LCR rules and regulations in the use and administration of purchase card transactions.
