Job Description:
The Supervisory Supply Management Specialist (Network Logistics Operations & Material Manager) serves as a senior logistics management expert for the Veterans Integrated Service Network (VISN). The incumbent is responsible for advising the VISN Chief Logistics Officer, other members of the VISN management team, and those within VISN health care facilities in all aspects of Logistics and supply chain management.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/26/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Planning, developing and carrying out vital supply chain management projects and programs which are central to the mission of the VISN and VHA. Working on policy matters and assisting in the development of performance improvement and other initiatives for national healthcare programs. Coordinating with various procurement activities supporting the medical centers. Exercising managerial and supervisory authorities and responsibilities involving programmatic oversight of process improvement program activities. Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work. Long hours, excessive travel and quick turn-around may require some physical exertion. However, generally no special physical demands are required to perform the work. The Logistics Operations and Material Manager has a thorough knowledge of all facets of SCM including equipment accountability, inventory management, requirements determination, acquisition, planning, performance measurement, quality management, and continuous process improvement. The incumbent is accountable to the Network Director through the VISN CLO for all VISN supply chain operations, and related quality and performance management activities and will ensure compliance with applicable regulations, directives and standard operating procedures. Duties include but are not limited to: Assist the VISN CLO with the planning, direction, coordination, operation, and internal evaluation of financial activities. Provide technical support for formulation, advice, execution, and analysis of VISN Logistics Program Activities. Develop plans that are based on effective controls and realistic projections. Ensure compliance with VACO policies concerning appropriate use of funds; property management; material management; Supply Processing; to include the Network Recall & Hazardous Alert program activity. Assess and trend logistics performance and cost effectiveness through the assimilation of data systems. Advocate and plan training for facility logistics and hazardous recall program staff. Participate as technical expert on VISN and national work groups, committees and boards. Conduct vulnerability assessments to ensure compliance with an array of both Federal and VA regulatory requirements. Provide direct supervision to employees performing a variety of duties supporting the Logistics Program throughout the VISN. Support the CLO in the development and execution of a VISN wide emergency logistics response plan, to include the development of facility level plans that support each facility.
