Organizational Location: This position is with the Department of Homeland Security, U.S. Customs and Border Protection, Enterprise Services, Office of Office of Facilities and Asset Management. Location negotiable to the following locations: Washington, D.C. Indianapolis, Indiana Euless, Texas Aliso Viejo, CA. Additional selections may be made for other organizational divisions and/or units within the duty location(s) listed above.
Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Utilizing principles, policies, regulations, and procedures of budget and financial transactions to evaluate financial data and prepare a variety of reports. Communicating in writing to reflect financial management and budgeting findings and recommendations to top management officials. Conducting reviews and/or audits of financial programs to ensure expenditure of funds in accordance with regulatory or legal requirements. Providing interpretive and analytical advice on financial transactions and program execution. Developing format and content to provide managers with various listing, reports, and data relative to status of funds and propriety of obligations. This position is located in the Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), Enterprise Services (ES), Office of Facilities and Asset Management (OFAM), Operational Support Facilities (OSF) Division. In this position you will serve as an analyst to management regarding financial program activities requiring application of a wide range of qualitative and/or quantitative methods for assessment of financial management processes, systems, and programs. Typical duties include: Reviewing financial obligations and expenditures, collaborating with internal and external customers to ensure budget funds are allocated and used appropriately and in alignment with broader agency objectives, ensuring compliance assurance regarding budget and financial reporting requirements, and providing administrative financial support services to management relating to the application of planning systems and management programs to execute and fulfill mission requirements. Interpreting, assessing, and applying Executive Orders, Office of Management and Budget guidelines and directives, regulations, management policies, operating practices, and other guidance to functional processes ensuring procedures and automated financial (i.e., SAP Software Solutions) systems comply. Tracking, forecasting, and preparing multi-year spend plans to ensure fiscal viability of the program. Presenting to leadership and OFAM Budget findings of analysis by preparing financial reports for management in a timely manner through analyzing trends in the use of funds and recommending adjustment of program spending, as required.
