Job Description:

As a Physical Security Specialist, you will be a part of a team that is responsibile for providing oversight and technical consultation on all environment, health, safety and security issues with the goal of providing and ensuring a safe and healthful environment for employees and visitors of the NCAH (National Center of Animal Health).
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Utilizing physical and personnel security concepts, principles, regulations and policies to resolve conflicts. Persuading senior management on a position relating to physical security management and regulations. Establishing partnerships with internal and external stakeholders. Leading physical security projects with successful outcomes. Leading and motivating others to coordinate and expedite physical security project planning and execution. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
The duties may include, but are not limited to:
Serve as a response coordinator for all incidents on the NCAH campus that may affect physical, cyber or biological security
Evaluates drafts and recommends policies on inventory control, bio-incident response, physical, biological and cyber security of NCAH facilities
Manage the complete NCAH campus integrated access control and security system
Conducts periodic system evaluations and facility inspections to assess the effectiveness of existing equipment, policies, standards and practices.
Serve as primary liason for incident First Responders including Law Enforcement, Fire, Emergency Medical Services (EMS) and Hazardous Materials
Serve as Contracting Officer's technical Representative (COTR) for the NCAH Contract Guard Service
