The primary purpose of this position is to serve as a senior logistics management specialist performing highly complex and difficult logistics management operations with activity-wide impact. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions. ***Salary Ranges includes local market supplement*** This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Supervision/Management" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: having expert knowledge of a wide range of advanced principles, concepts, procedures, standards, and techniques of Integrated Logistics Support (ILS) sufficient to plan and execute a complex and difficult product support program; and to apply new developments to issues for which previous techniques are frequently inadequate. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of applicable laws, regulations, policies, principles, methods, procedures, and other guidance related to various functions of life-cycle logistics support; and understanding of the interrelationships of various disciplines required to man gem systems/projects/programs. Expert knowledge of organization and understanding of the specialized needs of the programs or operational areas supported. Knowledge of agency programming, planning, funding, and management information systems. Extensive knowledge of security procedures to maintain control of classified material. Ability to integrate the separate logistics support functions in planning and implementing a logistics management program. Ability to coordinate effectively with functional specialist to identify specific requirements, and to develop and adjust plans and schedules to meet requirements. Ability to communicate effectively with others, both orally and in writing and to work effectively with groups and individuals in planning efforts and in working out solutions to problems or questions. Ability to apply qualitative and quantitative analytical techniques to analyze current and/or projected operating programs, to evaluate effectiveness of logistics support, and resolve logistics management issues. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Primary Purpose Continued: Such work involves planning, coordinating, managing, or evaluating the logistical actions required to support assigned mission, or other designated programs, identifying the specific requirements and activities needed to support the program (such as acquisition, maintenance, transportation, inventory management, quality assurance, facilities, production control, property disposal, resources and fiscal management, authorized data processing, contractor support, manpower management a, and/or other logistics support);correlating those requirements with program plans to ensure that the needed logistics support is provided at the right time and place. Duties: Serve as the logistics focal point responsible for overseeing the life-cycle support of systems worldwide, and the relocation and/or closure of operational units. Develop comprehensive integrated logistics plans, annexes to activity-wide plans and support agreements, and other related documents in support of geographically dispersed activities and missions. Analyze and provide expert solutions to critical short-and-long-range logistics issues related to program effectiveness and direction. May perform staff assistance visits to evaluate logistic plans and program effectiveness.
