This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. Advanced Practice Nurse (Nurse Practitioner) Basic Requirements Education: A post-master's certificate or master's or doctoral degree as a Nurse Practitioner. (Applicants pending the completion of educational requirements may be referred and tentatively selected but may not be hired until the education requirements are met.) Must be a graduate of a school of professional nursing approved by the appropriate accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). NOTE: Foreign Education. Graduates of foreign schools of professional nursing programs, the nurse practitioner degree equivalency must be validated through an Agency recognized degree equivalency evaluation agency, such as the International Consultants of Delaware (ICD). Candidates with equivalent nurse practitioner masters or doctorate level degrees who possess current, full, active, and unrestricted registration and certification will meet the requirement of graduation from an approved school of professional nursing to warrant appointment. License - All APN (NPs) must possess and maintain an active, current, full, and unrestricted APN license to practice as an NP in a State, Territory or Commonwealth of the United States, or in the District of Columbia. Basic Board Certification - All APN (NPs) must maintain full and current basic board certification as a Psychiatric-Mental Health Nurse Practitioner (PMHNP) from one of the following: the American Nurses Credentialing Center (ANCC), American Academy of Nurse Practitioners Certification Board (AANPCB), or other nationally recognized certifying body in the area in which the Nurse Practitioner is academically prepared. NOTE: Grandfathering Provision - All persons currently employed in VHA in 0610 series and an APN (NP) assignment that are also performing the duties as described in the qualification standard on the effective date of the standard (1/29/2024) are considered to have met all qualification requirements for the grade held including positive education and licensure/certification. The following Scope, Education and Experience, and Dimension criteria must be met to qualify for Advanced Practice Nurse (Nurse Practitioner) II: Exception to Licensure for Graduate Nurse Technicians. Candidates who otherwise meet the basic requirements, but do not possess the required licensure and/or certification, may be appointed at the entry step of the Nurse II, as a Graduate Nurse Technician - Nurse Practitioner on a temporary appointment up to any period not-to-exceed one year and a day under the authority of 38 U.S.C. § 405(c)(2)(B). Demonstrates effective communication skills and professional behavior, promoting cooperation and teamwork Physical Requirements: The physical requirements of this position include lifting, prolonged standing and sitting, frequent bending, walking (distance), climbing, reaching (overhead, extensive/repetitive), pulling, pushing, repetitive motion and stooping. The mental/sensory requirements include recall, reasoning, problem-solving, hearing, speaking clearly, writing legibly, keyboarding, reading and logical thinking, depth perception, hearing (aide permitted); near/far vision correctable to meet Driver's License requirements. The environment's pace can vary from steady to a sometimes-fast pace requiring handling of multiple priorities, frequent, sometimes intense customer interactions, and the ability to adapt to frequent changes in a sometimes-noisy environment. The Nurse Practitioner is responsible for working in the Outpatient Section of Substance Treatment And Recovery Services (STARS), a component of Mental Health Services at Columbia VA Health Care System or associated Community Based Outpatient Clinics. The incumbent executes position responsibilities that demonstrate leadership, experience, and creative approaches to management of complex patient care. The Nurse II is responsible for the documented outcomes at the program or service level. Duties include but not limited to: Performs psychiatric evaluations and diagnosing. History and physicals using DSM 5. Prescribes medication and treatments, including medicine for substance use. Consult with non-mental health treatment providers in treatment of Veterans with medical co-morbidities in addition to mental health disorders. Medication reconciliation/patient education. Completes discharge summaries. Orders routine laboratory, electrocardiograms, radiologic and diagnostic test on assigned patients. Performs AIMS, atypical psychotic reminders and other clinical reminders as designated. The NP (Nurse Practitioner) will be in contact with his/her supervising physician with regard to patient care activities. The incumbent teaches health promotion, disease prevention, and imparts recovery principles within his/her practice in mental health. Developes and coordinate seamless transitioning of patients throughout the outpatient care process with a focus on needs relating to substance use disorder treatment. Will be a resource person and serve as consultant for problem solving in STARS, Mental Health, Nursing and organizational issues. Executes leadership that is characterized by substantial and continuous responsibility and accountability for population groups or integrated programs that cross Service and/or discipline lines, influence organizational mission and health care, and responsibility for performance outcomes as identified by internal and external review organizations/systems. Provides leadership in determining allocation of resources (financial, human, material, and/or informational) based on patient care systems that produce high quality outcomes. The incumbent must establish and maintain effective relationships with all levels of the medical center personnel and relate effectively with customers, families, and the community as well as program and Service leaders at the local and Network levels.
