Job Description:
The Specialty Crops Inspection (SCI) Division is responsible for developing U.S. grade standards and providing inspection, grading, certification, and audit-based services nation-wide on a user-fee basis for fresh and processed fruits and vegetables and related products. The incumbent serves as a Program Coordinator in the Audit Services Branch, Field Operations, Specialty Crops Inspection Division. .
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Assisting in development and distribution of instructions, procedures, guidance, worksheets, and related documentation related to auditing procedures, policies and reports. Experience in assisting in the preparation of audit-related reports, briefings, and memoranda of audit activities. Assisting with audit scheduling and familiarity with using project tracking techniques to ensure that audit frequency requirements are met, and auditors are updated with accurate audit schedules and timeframes. Familiarity with uniformity and accuracy of auditors and auditing services such as analyzing, reviewing, coordinating, and following up on audit reports from individual audit programs; provide insight and corrective actions when appropriate. Assisting in the performance of auditor evaluations, licensing, maintenance of credentials, and, if applicable, accreditation of auditors within program requirements. Assisting with regulatory food safety requirements (FSMA, HACCP, etc), export and import certification requirements, and traceability requirements for agricultural businesses Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. The duties may include, but are not limited to:
Assists the Branch Chief with operation of Specialty Crops Inspection Division audit programs.
Develops and distributes instructions, procedures, guidance, worksheets, and related documentation for use by SCI Division personnel and Federal-State personnel in the delivery of SCI Division audit programs.
Informs supervisor and, when appropriate, senior management staff, regarding program issues and proposes solutions.
Disseminates and monitors audit scheduling to ensure that program needs are met, audit frequency requirements are met, and auditors are apprised of audit schedules and timeframes.
Provides guidance and instructions to the Audit Services Branch Program Support Assistant.
Monitors field and headquarters Specialty Crops Inspection Division program participants’ involvement in audit-related activities (e.g., meetings with industry, trade shows, program development, etc.).
Prepares audit-related reports, briefings, and memoranda covering audit activities.
Analyzes, reviews, coordinates, and follows up on audit reports from individual audit programs to assure uniformity and accuracy of auditors and auditing services, and adherence to program criteria.
Coordinates auditor evaluations, licensing, maintenance of credentials, and, if applicable, accreditation of auditors within program requirements.
