Job Description:
In this position, you would work to serve as a Physical Scientist (Environmental) for the National Centers for Animal Health in Ames, IA. You would be responsible for serving as a contact to ensure maintenance of and compliance with all Federal, State, local, agency, and Departmental environmental laws, regulations and standards.
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. BASIC REQUIREMENT: Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. or Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. FOR THE GS-9 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-7 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Performing calculations and chemical evaluations, creating and maintaining databases, spreadsheets, records and other documentation to demonstrate compliance with environmental laws, regulations, standards, operational directives and executive orders. Reviewing and implementing conventional plans, designs, contract Statements of Work, design specifications, and related documentation. Articulating information through various venues such as discussions, meetings, fact sheets, reports, design documentation, briefings, staff training, and presentations. OR Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a Environmental Engineering or a closely related field.Equivalent combinations of education and experience are qualifying for this grade level. The total percentages must equal at least 100 percent to qualify for that grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
The duties may include, but are not limited to:
Works to ensure facility compliance with all Federal, State, Local and agency environmental laws, regulations, standards and Executive Orders.
Creates and maintains databases, spreadsheets, records and other documentation including calculations and chemical evaluations to demonstrate compliance with environmental requirements.
Effectively communicates issues associated with environmental maintenance and compliance to management, facility personnel and other government agencies.
Reviews, analyzes and interprets environmental laws, regulatory standards and guidelines to identify current and potential impacts on operations.
Prepares reports and advises on appropriate actions needed to meet deadlines, ensure compliance and take corrective action.
Tracks environmental permits issued to facility to ensure adherence to the monitoring, record keeping and reporting requirements.
Works with environmental programs associated with various laws including, but not limited to, the Clean Water Act, the Clean Air Act, and the Emergency Planning and Community Right-to-Know Act.
Assists with the implementation of Architectural and Engineering contracts that directly effect environmental maintenance, sampling, and compliance plans.
Reviews future construction project documents and advises NCAH management and staff on suitable environmental compliance actions for the projects.
