You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp. Basic Requirements: Degree: accounting or a related field (such as business administration, finance, or public administration) that included or was supplemented by 24 semester hours (or 36 quarter hours) in accounting (may include up to 6 hours of business law). OR Combination of education and experience: 4 years of accounting experience or a combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours (or 36 quarter hours) in accounting/auditing courses or a certificate as Certified Public Accountant or a Certified Internal Auditor. Specialized Experience: In addition to meeting the basic requirements, you must have one year of specialized experience at the GS-13 or equivalent level. Specialized experience must be documented in your resume. Specialized experience includes leading projects and experiencing with program management and techniques; conducting quality assurance review of audit reports and presenting review results to upper management; planning and conducting technical, complex and comprehensive audits demonstrating an expert knowledge of audit standards. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Assists leadership with planning, direction, and guidance of the Directorate operations.
Serves as a key expert and principal advisor to the Directorate and DCAA leadership team providing advice on Agency's strategic plans, and implementation efforts; efficient and effective contract audits.
Conducts broad audit and non-audit assignments, initiatives, projects, and special studies to assist the Directorate and enhance Agency mission accomplishment.
Recommends the development of new or improved methods, processes, and enhancements to improve audit operations.
Analyzes data and trends for systematic indicators or obstacles that impede efforts and develops refinement to improve internal management controls.
Assists in preparing briefings and/or other materials on behalf of the Directorate’s leadership, providing input for appropriateness and policy considerations; participates in Agency briefings and executive conferences.
Briefs Directorate leadership, Agency senior leadership, Headquarters staff and the Executive Steering Committee (ESC).
Collaborate with Agency personnel and representatives from other Federal agencies to address high-visibility, critical, complex, or difficult issues; periodic participation with DoD working groups.
Manages responses and coordinates on a variety of external inquiries, media questions, and issues concerning the work on behalf of the Directorate leadership with Agency leadership and other external offices as necessary.
Maintains effective working relationships with management officials in DoD procurement and contract administration organizations and other Federal agencies, assisting with preparing meetings with procurement officials as necessary.
Responds to Congressional inquiries and requests for information.
