Joining the Secret Service, Office of the Chief Financial Officer, Budget Division will allow you to serve as the focal point for the resolution of difficult and complex financial resource management problems which impact the programs of the U.S. Secret Service. To be considered qualified for this position you must meet the following qualification requirements for the respective grade level in which you are applying. GS-11: You qualify for the GS-09 level (starting salary $84,601) if you possess one year of specialized experience equivalent to the GS-09 level performing duties such as: Reviewing budget requests for format and supporting narrative for justification with budgetary policy and guidelines. Conducting analyses of budget estimates for mathematical accuracy to ensure they meet budgetary policy and guidelines, and propriety of proposals. Assisting in analyzing material to be used in the development of the budget estimates for new programs, proposals, expansion and/or modification of existing programs or activities. OR A Ph.D. or equivalent doctoral degree, LL.M., or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; OR A combination of education and experience may be used to qualify for this position if the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12: You qualify for the GS-12 level (starting salary $101,401) if you possess one year of specialized experience equivalent to the GS-11 level performing duties such as: Monitoring the execution of the budget for one or more major program areas through review of written documents. Interpreting budgetary policies, coordinating and planning budget services and management of resources. forecasting budgetary trends and activities. Resolving budget issues that may require corrective actions or complicated adjustments. Preparing justification for reprogramming or supplemental funding actions. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50, "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). You may need to submit more than one SF-50 to comply. The qualification requirements listed above must be met by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). The selectee will serve as a Budget Analyst in the Office of the Chief Financial Officer, Office of the Chief Financial Officer. Typical work assignments include: Performing a wide variety of administrative and analytical duties related to budget formulation, justification, presentation, and executions; reviews and edits budget requests and justifications for adequacy, consistency with overall budget plans and conformance with policy requirements; analyzes estimates to identify imbalances among program areas; reconciles estimates with current and anticipated funding level. Monitors the execution of the budget (e.g., obligation and expenditure of funds) for one or more assigned programs areas; approves/recommends adjustments such as reprogramming of funds between object such classes or the need for supplemental appropriations in response to the changing program requirements and funds availability; and prepares a variety of reports covering the status of funding. Provides advice and assistance to managers in the development and presentation of budget requests and supporting documentation; develops narrative and statistical materials for the budget; develops policy guidance, procedural instructions, and formats to assist in planning and estimating funding needs Advises program staff on the need to resolve funding problems; and presents formal briefings on factors that impact the budget process.
