As a Training Specialist in the Office of Secure Transportation (OST), Assistant Deputy Administrator for Secure Transportation, Office of Missions Operations, Agent Operations Eastern Command, your primary responsibility will be to maintain an extremely proficient, highly effective force of federal Agents (Nuclear Material Couriers) to accomplish movement of classified special nuclear materials safely and securely under threat of theft, sabotage, or control by unauthorized persons or groups.
SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-02, NV-03 or GS-12. Specialized experience for this position is defined as: experience demonstrating ability to manage a training program specially adapted for Nuclear Materials Couriers and knowledge of the Transportation Safeguards System and its applicability to the OST training programs. This position is a secondary position which requires prior experience as a Nuclear Materials Courier, which provides the knowledge of Transportation Safeguard Systems (TSS) activities and associated federal agent functions necessary to ensure that training drills and exercises, incident notifications and communications procedures are appropriate to the situations that are encountered during actual convoy operation. Examples of Specialized Experience: Experience developing, planning, and managing training courses similar to those used in a protective force program. Experience working with training developers to establish curriculum requirements similar to those used in a protective force program. Experience supporting and/or leading basic and/or refresher training events similar to those used in a protective force environment. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section. If you are eligible for career transition assistance plans such as ICTAP or CTAP, you must meet the definition of "well qualified" which is defined as having a score of 85 or better. As a Training Specialist, you will: Serve as a technical expert, responsible for development of training curriculum and training course management for all phases of OST Federal Agent-Nuclear Materials Courier training. Manage, coordinate and administer training programs; identify training resources and ensure Training Approval Program requirements are met. Perform extensive fact finding and research to maintain a state-of-the-art training program in a highly specialized field. Conduct annual reviews of training materials, OST lesson plans and self-assessments to identify and correct program requirements. Maintain, review, and update employee training records for OST Federal Agent personnel. Serve as a certifying official for OST Federal Agents and instructors during qualifications. Support the Federal Agent-Nuclear Materials Courier function by providing mandatory training to ensure compliance with safety, health, emergency management, transportation and security regulations during convoy operations. Develop new training, when required, for new tactics, techniques or procedures and/or new equipment, weapons or vehicles.
