To qualify for a Industrial Property Management Specialist, your resume and supporting documentation must support: A. General Experience: Three years of progressively responsible general experience, one year of which was equivalent to at least the NH-01 or GS-04 grade level or equivalent under other pay systems in the Federal service, military or private sector. Creditable NH-01 or GS-04 experience includes: Conducting audits of Property Management Systems; Assisting with investigations of lost or damaged government property. Providing surveillance and evaluation of contractors property control systems, along with developing, implementing, administering, evaluating, monitoring and coordinating programs, policies, regulations, and procedures concerned with the management, control, utilization, or disposition of government property; and Interpreting and applying contract clauses, government contracting and procurement regulations. B. Education Substitution: Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education. See http://ope.ed.gov/accreditation/Search.aspx. To qualify based on education in lieu of experience, you must possess a 4-year course of study leading to a bachelor's degree. C. Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualifications and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level.
Plans and implements the total property management program for the assigned contractors and for the continuous surveillance/evaluation of the assigned contractors' property control system.
Participates in meetings with contractor personnel and provides advice and assistance to contractors to resolve problems in establishing adequate property control records and controls.
Reviews and analyzes new contracts to determine and ensure that the assigned contractors' property control systems and procedures are adequate to fulfill the contractual requirements.
Performs a final review to determine that disposition of all property has been accomplished, properly documented and recorded on the official records upon termination or completion of a contract.
Conducts investigations pertaining to assigned contractors' liability when Government property is lost, damaged or destroyed, or when there is evidence of unreasonable use of consumption.
