Job Description:

You will serve as a MANAGER in the Corporate Operations Department (10), Property Management Division (107) of NAVAL SURFACE WARFARE CENTER. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-06 pay band encompasses positions equivalent to GS-14 and GS-15.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-05 (GS-13/14 equivalent) pay band in the Federal service or equivalent experience in the private or public sector providing program oversight (e.g., development of the workforce, effective execution of workload) to assess and develop business or administrative processes and procedures to ensure successful customer relations and satisfaction is maintained. You will provide leadership and management functions, including policy and regulations, financial and physical accountability, procurement, and training and education of Division personnel.
You will be responsible for coordinating the efforts of the branch managers and team leads within the Property Management Division.
You will provide sound technical advice and guidance in the areas of procurement, managerial accounting, management analysis, internal control systems, and property management.
You will establish and maintain effective working relationships with management officials and representatives of other federal activities and private industry and be able to obtain their buy-in for various situations.
You will effectively communicate vertically and horizontally across the command and with outside organizations, sponsors, stakeholders, and business partners.
You will manage Division business plan, hiring plan, personnel actions, conflict resolution, contracts, facilities planning, quality, training and budget planning, and execution.
You will generate and review metrics and reports to ensure proper transactions are being executed in a timely manner within Navy Enterprise Resource Planning (N-ERP) to ensure accountability is maintained.
