Job Description:

This position is located within the Executive Office of the President (EOP), Office of Administration (OA), Office of the Chief Security Officer (OCSO), Personnel Security Division (PSD). The incumbent serves as a Personnel Security Specialist, performing duties associated with analysis of personnel security information to make national security, suitability/fitness, and credentialing eligibility adjudications and determinations. *More than one selection may be made if future vacancies occur.
MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards. TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. BASIC REQUIREMENTS: Applicants must meet one of the following criteria listed below in order to meet the basic requirement for Personnel Security Specialist, 0080. AND SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. Examples of specialized experience are: You may qualify at the GS-12 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-11 grade level in the Federal service or equivalent experience in the private sector that demonstrates interpreting and implementing security management programs; 2) Evaluating personnel files and reports of investigation as well as conducting interviews in order to adjudicate fitness for security clearance in compliance with national security and suitability; 2) Exercising judgment in granting, revoking, suspending, or restricting security clearances to personnel; and 3) Resolving a variety of personnel security issues. You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-12 grade level in the Federal service or equivalent experience in the private sector that demonstrates 1) Contributing to the development of and presenting information regarding security management programs; 2) Evaluating personnel files and reports of investigation as well as conducting interviews in order to adjudicate fitness for security clearance in compliance with national security and suitability; 2) Exercising judgment in granting, revoking, suspending, or restricting security clearances to personnel; and 3) Resolving a variety of personnel security issues. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
As a Personnel Security Specialist, GS-0080-12/13, your typical work assignments may include the following: Performs critical personnel security review functions in accordance with current laws, regulations and policies. Oversees the process regarding the validation and submission of personnel security investigations, approval of position sensitivity changes, access authorization, and interim access. Serves as subject matter expert and project manager for a variety of Personnel Security projects and/or initiatives supported or carried out by the Personnel Security Division. Provides technical advice and oversight in the review of difficult and complex personnel security practices and procedures, as well as application and implementation of personnel security policies. Performs special projects as tasked by the leadership, who outlines problems and desired goals or end state. Serves as an integral part of a staff of operational experts to ensure EOP candidates and current employees meet national standards for security, suitability/fitness for employment, credentialing, retention of employment, and/or eligibility for access to classified national security information.
