This position is located in the Communications (DK) organization, which reports to the Chief Workforce and Strategy Officer (D) of the Bonneville Power Administration (BPA). This position reports directly to the Chief Communications Officer (DK). The purpose of this position is to serve as BPA's official Spokesperson and a senior communications expert that leads the development and implementation of external communication strategies.
SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, GS-13, in the Federal service. Specialized experience for this position is defined as: 1) Serving as a senior spokesperson and communications expert that leads the development and implementation of external communication strategies; 2) Initiating and maintaining contact with a variety of media outlets, i.e., local, regional, national, industry trade, etc.; 3) Formulating communication strategies relevant to an agency's highest-priority and most sensitive issues, programs, and projects; and 4) Representing an agency by presenting on a variety of topics that include strategic, operational, programmatic, and policy positions. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. As a Public Affairs Specialist (Senior Spokesperson) you will: Serve as BPA's chief spokesperson developing, implementing and evaluating BPA's media strategies on issues, policy processes and decisions, key initiatives and programs. Serve as senior BPA spokesperson for background and live interviews with print, digital and broadcast news and industry trade media on a range of issues and topics related to BPA's mission, strategies, policies, initiatives, activities, and its overall reputation. Coordinate and support media engagements for the BPA Administrator and CEO and other executives and subject-matter experts, including interviews and opinion articles. Represent BPA's strategic, operational, and project positions and policies to local, regional, national and industry news media and the general public in the areas of power and transmission system operations; business activities, transformation and strategies; grid modernization; environment, fish and wildlife program; and finance, ratemaking and economics. Provide expert counsel to BPA's Executive Office, other senior executives, subject-matter experts, other Communications (DK) staff and external partners on the development and implementation of external communication strategies that fosters understanding and support for BPA's strategic objectives and mitigates reputational risk. Advise and coach BPA's Front Office and senior executives, senior managers, program and project leads and subject-matter experts in the development of communication strategies on unplanned events and emerging issues.
