Click on "Learn more about this agency" button below for IMPORTANT additional information. The primary purpose of this position is to serve as the primary focal point and integrator for strategic operations and to bethe senior civilian supervisor and mentor within the 22nd Surveillance Squadron.
This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Supervision/Management" work category are at the "Senior" work level and are equivalent to those at the GS-11 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions BASIC REQUIREMENT 0855 Electronics Engineer Successfully completed a professional engineering degree: The curriculum must be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum or include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR Combination of education and experience that is college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering; and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Professional Engineering Positions. BASIC REQUIREMENTS: 1313 Geophysics Degree: that included at least 30 semester hours in mathematics (including calculus) and the physical sciences (geophysics, physics, engineering, geology, astronomy, meteorology, electronics, etc.). or Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: The work requires in-depth knowledge of advanced analytical principles, concepts and methods in the field of physical science specifically related to acoustics or in the field of electrical engineering specifically related to Directed Energy Weapons, with broad interpretive knowledge in space-based surveillance and reconnaissance, remote sensing, advanced future military capabilities and technologies, advanced operational capabilities, and emerging threat technologies. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of advanced analytical principles, concepts and methods in the field of physical science specifically related to acoustics or in the field of electrical engineering specifically related to Directed Energy Weapons, with broad interpretive knowledge in space-based surveillance and reconnaissance, remote sensing, advanced future military capabilities and technologies, advanced operational capabilities and emerging threat technologies. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to plan, organize, prioritize, and direct the functions and staff of a medium sized organization and to manage adiverse team and provide civilian career development and mentorship to subordinates. Proven supervisory skills to include directing and evaluating highly educated scientists performing complex tasks. 4. Ability to communicate effectively, both orally and in writing, and to interpret, organize, and present information in a clear, concise manner to produce scientific reports and briefings to senior level audiences. Proven ability to interact successfully withthe operational Air Force community, managers, engineers, scientists, senior-level government officials, and representatives ofother government agencies, academies, and industry. 5. Demonstrated skill in aligning and achieving objectives tied to higher organizational goals. Skilled in applying leadershipknowledge and techniques to achieve meaningful operational outcomes and develop strategies for operational improvementand efficiencies. 6. Ability to maintain control of classified material, and ability to develop and transition of new methods, approaches and procedures from concept refinement through development and operational deployment. CONDTIONS OF EMPLOYMENT CONT'D: 1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. 2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug useby employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. 3. The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve.(IAW: DoDI 1200.07, Screening the Ready Reserve). 4. This position is Key. The duties of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CANNOT become a member of the ReadyReserve. (IAW: DoDI 1200.07 Screening the Ready Reserve) PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). -Plans, organizes, and directs the activities of 22 SURS subject matter experts, ensuring that future operational development initiatives and analysis complies with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate organization and strategic operational objectives. Researches, interprets, analyzes and applies DoD, DAFI 10-, 36-, 38-, and 62-series, and AFTAC instructions and Group/Squadron policies. -Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies,procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. -Focuses and directs strategic operational efforts associated with advanced technologies and capabilities. Serves as the Squadron Commander's leading authority and technical expert on emerging technologies to include Directed Energy Weaponsand/or acoustic characterizations. Directs scientific and engineering program development and integration which directly effects the Wing's prioritization and programmatic funding of initiatives to be incorporated into 24/7 operations. -Analyzes available products, mission requirements, advances in technology, compatibility with existing systems and life cycle of products to determine the best method to meet future needs. Prepares technical specification and supporting documentation and provide these to contracting officers to be incorporated into contract orders. Provides acquisition professionals information and specifications to be included in documentation. Provides technical guidance and assistance during the acquisition phase of projects. -Represents 22 SURS with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with Group, Wing, MAJCOM, and national agency subject matter experts. Meets with key customer and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise. Provides or ensures that subordinates provide customer guidance and training. Participates in special projects and initiatives and performs special assignments. Identifies the need for special projects and initiates milestones and goals.
