This vacancy is for a GS-2210-11, Information Technology Specialist (Datamgt) located in the Department of Homeland Security, U.S. Coast Guard, SILC BOD BUSINESS AND INFORMATION SERVICES BRANCH in Norfolk, Virginia.
Basic Requirements: To qualify at the GS-11 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-09 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include the following: Performing data and information services to include indexing, cataloging, and proposing configuration standards on data Data retrieval and analysis in support of mission, operational, business, reporting and performance monitoring needs to include direct support of decision-making and measures of data integrity Establishing, documenting, and maintaining currency of training techniques, systems and technologies supporting IT-enabled processes OR Applicants may substitute successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree. In addition to meeting the specialized experience requirement, you must also have IT-related experience demonstrating each of the four competencies listed below. You will serve as a/an Information Technology Specialist (Datamgt) and be responsible for responsible for providing data and information products and services to support Shore Infrastructure Program. This program includes interrelated professional disciplines, products and services using internal and contracted personnel servicing Coast Guard needs through maintenance of building inventory of over 100,000 individual assets and major equipment located at over 3,000 sites and comprises 10% of the Coast Guard's annual budget. This includes land, infrastructure and personal property holdings incorporating over 85% of Department of Homeland Security's real property portfolio. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Providing support through managing real property, inventory, personal property, environmental, planning, leased property, base operations and maintenance, budgetary, financial, accounting, personnel, energy, physical security, design, construction, contracting, and related configuration, asset, product, project and program management efforts. Serving as a technical specialist in evaluating contractor proposals and act as the Contracting Officer's Representative (COR) to certify that proposed technical tasks are well formulated and that results will satisfy the technical requirements. Performing data and information management, quality control and quality assurance tasks comprised of data entry, maintenance, correction, verification, validation, and information and dataset use and utility measurement. Executing data analysis to assist mission, operational, business, reporting and performance monitoring needs which aid in decision-making and measures of data integrity.
