Job Description:

The Supervisory Lead oversees IHSC's IT and medical asset management programs. Responsibilities include program operations, policy development, budgeting, acquisition, compliance, quality control, and team leadership. The role requires strong project management and leadership skills to manage multidisciplinary teams and ensure effective asset lifecycle management. This position is only open to current USPHS officers USPHS Call to Active Duty (CAD) candidates are not eligible for this position

DUTIES AND RESPONSIBILITIES: Manage and provide day-to-day program operations for the medical asset program lifecycle from procurement to disposal, including related agreements for assets across all IHSC facilities throughout its. Manage day-to-day operations for government furnished equipment (GFE) for IHSC staff at IHSC headquarters and provide guidance to all other IHSC staff and serve as a liaison to the ICE equipment field office representatives related to GFE. Ensure compliance with program regulations and best practices; maintain required records; chair meetings; and coordinate or manage programs within the organizational component. Communicate and collaborate with internal and external stakeholders, providing advice and guidance as needed. Collaborate with other units and offices within IHSC, including the Office of the Chief Information Officer (OCIO) and the ERO, to develop, negotiate, and coordinate how equipment related to IHSC's medical asset management program are acquired, maintained, and decommissioned. Explain, coordinate, and seek support for policies, procedures, programs, and actions to IHSC staff and leadership. Lead the development of acquisition documentation for the purchase of new medical equipment, including Performance Work Statements (PWS), Independent Government Cost Estimates (IGCE), and Quality Assurance Surveillance Plans (QASP). Maintain the AMO SharePoint site; establish and update standard operating procedures (SOPs), instructions, and guides for the GFE and medical asset management program. Establish and maintain SOPs, workflows, guides, and training materials to ensure formal documentation of AMO responsibilities.
