Job Description:
You will serve as a Deputy Chief Engineer in the Planning, Design and Construction Directorate of NAVAL FACILITIES ENGINEERING SYSTEMS COMMAND.
This position has a Selective Placement Factor (SPF) which is current registration as a Professional Engineer (PE) or Architect (RA) in any state, the District of Columbia, Guam or Puerto Rico. You must provide a copy of your current registration with your application. In addition to the SPF and Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1) Applying advanced concepts, principles and practices in engineering, design, and construction to complex military construction (MILCON), demolition, and maintenance/repair projects; 2) Incorporating proven and cost effective technical innovation into facility planning, design, construction, operation and maintenance processes; 3) Guiding Federal acquisition processes, project funding and contracting of shore facilities design, construction, environmental compliance, planning and real estate to successful conclusions; 4) Mentoring junior engineers and architects in technical skill development and career progression; and 5) Developing and presenting position papers to support technical authority and organizational goals. You will supervise assigned staff and division directors.
You will directly support and represent the Chief Engineer (CHENG) and Assistant Commander for Design and Construction (DC) in leading and managing CHENG elements of the DC across the enterprise.
You will support the CHENG and Deputy Warranting Officers (DWO) on NAVFAC Technical Authority (TA) governance requirements and serve as the Technical Authority Board (TAB) Action Officer.
You will oversee and track NAVFAC technology development related to Shore Facilities and Ocean Facilities and Equipment Technical Domains.
You will initiate, formulate, and execute broad technical policy related to Technical Authority, engineering, design criteria, specifications and cost engineering.
You will directly support the CHENG in the role as the Navy Functional Community Leader for Facilities Engineering and will be responsible for it's oversight, guidance and global development.
