Job Description:
This position is part of the Defense Human Resources Activity, Defense Civilian Personnel Advisory Service, LER Line of Business. The incumbent is recognized as a technical authority throughout the DoD on LER matters including, but not limited to, recognition & awards, performance management, workplace violence, suitability grievances, and discipline. The incumbent will be responsible for ensuring that policies issued are technically accurate and in conformance with law, rule, and regulation.
You may qualify at the GS-0201-15, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service: Writing and developing Department level strategic guidance and/or evaluating policy and program revisions to new and/or existing legislation for proposed legislative changes that impact an agency in the areas of labor and employee relations. Providing policy interpretations, operational guidance, and instruction. Monitoring and discussing emerging policy and advising on compliance issues and recommending appropriate actions, as needed. Preparing a variety of policy documents and associated packages in a fast paced and frequently changing environment. At the Department level, capitalizing on opportunities and managing risks. Building and maintaining productive relationships with team members, others in the Community of Practice, and other SMEs internal and external to the Department to bring the right resources to bear on Department level strategic initiatives. in a fast paced and frequently changing environment. At the Department level consulting and providing guidance as a technical expert in labor and employees relations matters such as collective bargaining and negotiations, grievances, employee discipline, performance management, awards, workplace violence, suitability and third party processes. Establishing and maintaining effective relationships with labor organizations, negotiating and administering labor agreements, providing advice and assistance to stakeholders, providing Department level LR support in a fast paced and frequently changing environment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
As a SUPV HR SPEC (LABOR REL/EMPL REL) at the GS-0201-15 some of your typical work assignments may include: Supervising a Team of approximately 10 senior, GS-0201-14 Human Resources Specialists (LER) Developing/review/approving DoD-wide HR policy on highly complex and difficult problems Responsible for conducting special studies. Advising senior Department leadership on significant and far-reaching LER matters. Evaluating incoming guidance, policy, law, regulations, Executive Orders, etc. for DoD impact and developing DoD-level implementation strategies. Assures appropriate IT support for LER functions Supporting LER community management and credentialing Coordinating with respective partners within and external to the Department on relevant HR matters Establishing and maintaining cooperative relationships with respective partners within and external to the Department on relevant HR matters Routinely responding to DoD and higher level inquires using approved package requirements in an extremely expeditious manner.
