In the Budget Analysis Branch, interdisciplinary positions in the 1510, 0110, 1560 and 1520 series combine expertise in the economics, actuarial science, mathematics and data science to strengthen fiscal policy, budget oversight and performance management. Incumbents apply advanced analytical methods, modeling, and data-driven insights to inform Administration priorities, improve resource allocation, and enhance accountability across the Federal Government.

The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. BASIC INDIVIDUAL OCCUPATIONAL REQUIREMENTS: See below and continued in the Education Section -AND- MINIMUM QUALIFICATIONS: Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. The specialized experience must demonstrate one year of full-time work experience, or the equivalent if part-time (for example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience.) Experience may have been obtained in either the federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. GS-09 level: To qualify for the GS-09 grade level, applicants must possess at least one (1) year of specialized experience equivalent to the next lower grade of a GS-07 or equivalent band level of responsibility in Federal Service which includes experience: 1- Applying economic principles, analytical techniques, or programming languages to manage and analyze data, and 2- conducting research in actuarial science, data science, mathematics, or statistics. GS-11 level: To qualify for the GS-11 grade level, applicants must possess at least one (1) year of specialized experience equivalent to the next lower grade of a GS-09 or equivalent band level of responsibility in Federal Service which includes: 1-Conducting quantitative research; 2- analyzing economic data, and applying data science techniques to solve problems; and 3-preparing reports in actuarial science, data science, mathematics, or statistics. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All applicants must meet one of the following individual occupational requirements (IOR) requirements outlined below and continued in the education section to be considered minimally qualified for this position. UNOFFICIAL TRANSCRIPTS REQUIRED AT TIME OF APPLICATION. Economist Series 0110: A degree in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus OR Combination of education and experience: courses equivalent to a major in economics, as shown above, plus appropriate experience or additional education. Data Science Series 1560: A degree in Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position OR Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown above, plus additional education or appropriate experience. Mathematics Series 1520: A degree in mathematics or the equivalent of a major that included at least 24 semester hours in mathematics OR Combination of education and experience -- courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics), as shown above, plus appropriate experience or additional education. The total course work in either of the above must have included differential and integral calculus and, in addition, four advanced mathematics courses requiring calculus or equivalent mathematics courses as a prerequisite.
As a Interdisciplinary (Computational Quantitative Analyst), GS-0110/1510/1520/1560-9/11, your typical work assignments may include the following: Analyzes the effect of Federal spending, taxation and regulation. Analyzes economic resource allocations, structures and the behavior of specific sectors, industries, regions, and population groups. Monitors developments in fiscal and monetary policy, and assesses fiscal policy and technical changes of major mandatory programs such as Medicare and Medicaid. Studies the implications of futures market and other indicators on energy prices. Participates in economic and fiscal model development. Reviews processes and verifies model programming are up-to-date, tractable, documented, and efficient. Leads efforts to refactor, improve, or expand existing code base to increase accuracy, transparency, performance and scope of current models. Monitors model performance to support continuous process/model improvement and documentation. Validates current and new models used to project economic conditions including designing evaluation procedures and coordinating with other members of the Budget Analysis Branch. Presents the results of model analyses to senior OMB Leadership, the OMB Director and Cabinet-level Economic Policy Councils. Critiques materials for consideration by the Cabinet-level Economic Policy Councils and reviews testimony, and speeches for delivery by the OMB Director and other Administration spokespersons. Works with the staff and policymakers throughout OMB and coordinates with staff representatives of the Council of Economic Advisers, the Department of Treasury and other Federal agencies.
