Job Description:

You will serve as the Joint Posture Management Office (JPMO) Program Development and Controls Branch Director in the Operations Business Line of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC.
This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0801 series. You must be a Registered Architect (RA) if applying for the 0808 series. Your license or registration must be held in any State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. NOTE: YOU MUST INCLUDE A COPY OF YOUR CURRENT LICENCE OR REGISTRATION WITH YOUR APPLICATION PACKAGE. *A copy of a wall certificate that does not show your current status will not suffice to meet this requirement.* In addition to the Basic Education Requirements and Selective Placement Factor, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Establishing program policies, procedures, and guidance in support of facility development, facility design, construction, and operations; 2) Identifying and resolving highly complex issues and problems in the areas of engineering, master planning, and systems integration; 3) Overseeing the development of the overall environmental, planning, and land use/real estate and design strategies (to include budgeting) supporting the timely execution of the Pacific Deterrence Initiative (PDI) program; 4) Providing complex substantive management support services in the areas of program cost analysis, annual/multi-year long range fiscal planning, and development of annual work-plans; 5) Guiding, motivating, and leading team members in achieving timely execution of program development and control goals. You will provide professional and technical leadership and management for a broad spectrum of complex engineering products and services in support of facility development, facility design, construction, and operations.
You will direct the execution of program guidance in support of program operations.
You will evaluate long-range financial planning to determine alignment with program and organizational mission and objectives.
You will resolve conflict and negotiate solutions to complex technical issues or concerns to support Facilities Engineering and customer needs.
You will produce cost estimates for projects to monitor expenditures and generate cost analysis financial reports.
You will direct the actions and coordinate the activities of cross-functional teams to achieve program goals and milestones.
