This IT SPECIALIST (APPSW/INET) is located in an information management organization and is part of the CA JFHQ J6.
IT SPECIALIST (APPSW/INET), GS-2210-12: Must have at least one year of specialized experience, equivalent to at least the GS-11 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: approaching techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization; Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls; Experience that required adaptations of guidelines or precedents to meet the needs of the assignment; Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION. The primary purpose of the IT SPECIALIST (APPSW/INET), GS-2210-12, is to engineer (plan, design, develop, test, implement, support and maintain) applications and serve as the technical expert for application development. Drafts project plans, assigns tasks, monitors progress, and resolves critical issues. Coordinates studies and plans with other technical personnel in the directorate. Anticipates problems, research trends in system needs, and determines when new or additional hardware/software is required. Analyzes National Guard Bureau (NGB), agency and locally developed standard/stovepipe systems to determine needed additions. Provides technical guidance for application analysis and programming to internal and external contacts. Works with customers to test applications and ensure desired functionality is attained. Designs, develops, implements, monitors, and maintains stand-alone and web-based applications using software engineering techniques. Determines overall technical design and structure of websites and web-based applications. The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force. May make additional selections within 90 days of eligible(s) issuance.
