Job Description:

This position is part of the National Nuclear Security Administration (NNSA), Office of Counterterrorism and Counterproliferation (CTCP/NA-80), and the Office of Nuclear Incident Response (NA-84). A successful candidate in this position will serve as a Management Analyst, supporting the mission to manage, execute, and sustain Nuclear Emergency Support Team [NEST]. Which further supports nuclear and radiological counterterrorism, counterproliferation, crisis response, and consequence management.
To meet qualification requirements for the EN-04 level (GS-14 and GS-15 equivalent), applicants must have one- year specialized experience equivalent to the next lower pay band EN-03/NQ-03/NN-03/ or GS-13 grade in the Federal Service. Applies knowledge of missions, organizations, and operations of Federal, State, Tribal, and local agencies in order to plan response to nuclear and/ or radiological incidents and emergencies. Manages strategic relationships of the Office with staff and external stakeholders. Examples of qualifying experience include: 1. Manages team cohesion and successfully navigate inter- and intra-organizational dynamics in a high-paced operational environment. 2. Lead the development of emergency response organizations. 3. Coordinate with Federal and State government responsible for national security and public health and safety emergency response missions. 4. Provide written or oral communication skills, particularly regarding complex organizational or national security issues. As a Management Analyst the incumbent will: Serve as an analyst and advisor to the Director, Nuclear Incident Response, a member of the senior executive service, and has responsibility over multiple programs with impacts across the Program, Department, and interagency. The incumbent analyzes requirements to develop program or administrative reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology. Interprets, reviews, and analyzes basic legislation and broad Agency policy statements as well as regulations, procedures, and system[s] requirements developed or issued by higher authority to determine their impact on operations of the assigned program or function and is responsible for their effective application, adapting and implement them as needed to reflect the needs of the assigned area. The incumbent represents NA-84 in meetings, discussions and at conferences with other Federal agencies, national laboratories, and with other stakeholders to formulate policy positions and national-level program strategies.
