Job Description:
You will serve as a REGIONAL PROGRAM DIRECTOR in the FLEET AND FAMILY READINESS PROGRAMS (N9) of COMMANDER NAVY REGION HAWAII. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Requires professional knowledge of the principles, methods, and techniques of business administration and public administration, with a good working knowledge of the Navy N9 programs under program management of the Commander Navy Installations Command (CNIC); 2) Possesses the knowledge of pertinent DoD and Navy regulations and pertinent instructions and policies, and a technical knowledge of N9 program, problems and solutions; 3) Demonstrates a mastery of large command, and preferably regional, management of major N9 program operations including both appropriated and non-appropriated funds financial management, Category C: Business Activities, and public policy decisions; 4) Possesses experience and demonstrates success in regional multi-command, multi-claimant programs and organization development, implementation and evaluation; 5) Possesses a good working knowledge of DoD and Navy organizational structures, long-range organizational planning principles, quality of life resource planning and budgeting principles; 6) Applies effective supervisory practices and procedures, and employee management principles to include EEO/Affirmative Action Plans; and 7) Demonstrates thorough knowledge of public program management skills and Navy organizations and operations (NOTE: This experience must be supported by your resume.) You will advise managers and senior leaders on program or project financial and manpower resourcing and execution.
You will develop short and long term plans for recruitment, retention, workforce development strategies and initiatives.
You will negotiate with managers to accept and implement recommendations for changes in program resource requirements.
You will deliver oral presentations to justify program changes or resource requirements.
You will defend resource needs (e.g. funding, manpower, facilities) for life-cycle management of a program.
You will advise others on new strategic management approaches or techniques for processes and products.
